Aspiracje Katalończyków do przekształcenia wspólnoty autonomicznej wpływają na koncepcję strukturalną państwa autonomicznego, nierozerwalną jedność narodu hiszpańskiego wyrażoną w art. 2, jak również przypisaną ludowi hiszpańskiemu suwerenność na mocy art. 1.2.
