Repensando la narrativa contemporánea desde la condición de clase" es una investigación que pretende indagar en un cruce siempre conflictivo, aquel en el que interactúan los miembros de la clase obrera y la producción de narrativas audibles. The focus in this paper is on the implementation of language policy in education. It explores and discusses the notion of subaltern agency in an education organization. Recent language policy research highlights individual and collective agency in the processes of language use, attitudes and policies. People on the ground, charged with implementation are not the passive receivers of policies or the vague resistors once depicted in research accounts, referring to public body practitioners, but social actors who can exercise subaltern agency. This article describes the main results of an ethnographic study on citizen participation carried out in the context of the development of the Urban Initiative (2007-2015): Cuenca-Barrio de San Antón. Managed by the City Council of Cuenca and financed by the European Regional Development Funds (FEDER) under the Ministry of Economy and Finance at the Government of Spain The results of the research show how in the context of the application of neoliberal policies, citizen participation becomes the trigger for new conflicts between institutions and citizens. En esta investigación, el uso de los conceptos y reflexiones derivados de los estudios subalternos y decoloniales son aplicados al feminismo latinoamericano actual con el objetivo de estudiar la relación intrínseca que se produce entre clase, género y etnia. Este artículo se propone reflexionar a través de la genealogía del concepto de subalternidad propuesto por Antonio Gramsci y trabajado más tarde por Gayatri Spivak desde una perspectiva postcolonial y feminista.
