From USSR to EU: 20 years of rural landscape changes in Vidzeme, Latvia

2012

Landscape changes have been observed throughout rural Europe over the past decades in relation to intensifying agriculture and land marginalisation. This is particularly true for Central and Eastern Europe as drastic political and socio-economic changes have taken place over the past century, as is the case for Latvia. Using a detailed time series of high-resolution remotely sensed images spanning from 1988 to 2007, the landscape structure (composition and configuration) in Vidzeme, central Latvia, is examined and compared between periods. Major recent events for the country, such as independence and entry into the European Union are covered. The effect on landscape structure of various soc…

Systematic targeting of management actions as a tool to enhance conservation of traditional rural biotopes

2017

Traditional rural biotopes (TRBs), which are biologically and culturally valuable habitats maintained by low-intensity grazing and mowing, are a core element of biodiversity in Europe. During the last decades, TRBs have faced severe habitat loss and fragmentation due to agricultural modernization. Despite their well-known critical state, their conservation remains inadequate, thus raising a need to advance TRB conservation via spatial land-use planning. In this study we analyze a national GIS database on TRBs in order to examine how the current TRB network can be complemented in terms of conservation value based on known ecological characteristics. Given different target scenarios for the a…

No fear of bankruptcy: the innate self-subsidizing forces in recreational fishing

2019

Abstract Recreational fishing, by both local residents and tourists, is a popular activity globally. The behaviour and motivation of recreational fishers is different from those of commercial fishers. Unlike the latter, the former are not dependent on making profits to continue fishing. Rather, the value of recreational fishing to those who engage in it is a combination of catches and experience values. The latter value implies that recreational fishers might continue fishing when they should not, analogous to the effect of subsidy in the commercial fishing sector. Hence, the term “self-subsidizing”: a fishery as one in which fishers subsidize themselves through an economic investment in ge…

European Union legislation on macroalgae products

2021

AbstractMacroalgae-based products are increasing in demand also in Europe. In the European Union, each category of macroalgae-based products is regulated separately. We discuss EU legislation, including the law on medicinal products, foods including food supplements and food additives, feed and feed additives, cosmetics, packaging materials, fertilizers and biostimulants, as well as biofuels. Product safety and consumer protection are the priorities with any new products. Macroalgae products can be sold as traditional herbal medicines. The novel food regulation applies to macroalgae foods that have not previously been used as food, and organic macroalgae are a specific regulatory category. …

Feeding Aquatic Ecosystems : Whole-Lake Experimental Addition of Angler’s Ground Bait Strongly Affects Omnivorous Fish Despite Low Contribution to La…

2018

It is well documented that aquatic ecosystems may be subsidized by naturally derived terrestrial carbon sources. In contrast, the intentional or unintentional subsidy of animal populations by human-derived feed resources and their ecosystem effects are poorly studied. We added ground baits of the type, amount and temporal duration commonly applied by anglers targeting cyprinid fishes to a small lake, and studied behavior, diet composition and annual growth rate of the lake fish community in response to the bait addition. Based on recordings by a high-resolution ultrasonic telemetry array, common carp (Cyprinus carpio) as a model benthivore spend more time at the sites where ground baits wer…

The adoption of green energy technologies: The role of policies in Austria, Germany, and Switzerland

2017

We contribute to the existing research about policy-induced technology adoption in several ways. First, we suggest a new survey design to measure the energy-related policy environment. Second, we simultaneously estimate the policy effects for the adoption propensity and the adoption intensity simultaneously and, third, we compare the policy effects in the three countries, Austria, Germany, and Switzerland. Based on a representative sample of firms for all three countries we find that policies essentially promote the adoption of technologies and they are practically ineffective for the intensity, which poses a great challenge to future policy designs. Voluntary agreements or demand-related f…

Decision support system to design feasible high-frequency Motorways of the Sea: A new perspective for public commitment

2016

ABSTRACTThe implementation of Motorways of the Sea (MoS) within the framework of European Union aid programs experiences a period of relative stagnation. This article analyzes the suitability of current short-term nonrepayable subsidy policy and develops a decision support system (DSS) that allows a medium- and long-term feasibility analysis of MoS proposals. One significant conclusion drawn from the application of the proposed DSS to a prototypical high-frequency MoS provides that the period of initial losses prior to achievement of both modal shift and accounting profits might last 10 years. Moreover, the entire duration of the period that includes prior objectives as well as the recoveri…

The impact of scrappage programmes on the demand for new vehicles: Evidence from Spain

2018

Abstract We evaluate the impact of the Spanish car scrappage programme introduced in May 2009 on short-run car purchases. The scrappage programme was simultaneously discussed and implemented and was therefore exogenous to the consumers. We analyse the effect of this programme on household new car purchase decision and household expenditures. The results show that the scrappage programme increased the probability of buying a new car but decreased the mean expenditure devoted to the purchase of this new vehicle. We also evaluate the effect of financial aid on household welfare. Our best estimate of the welfare gain related to the scrappage programme is very similar to the aid of €1000 offered…

The Financing of Education : An Economic Issue ?

2000

Building on previous contributions on the same topic, this article gives a brief overview of the financial situation of Education in the different regions of the world then focuses on the shortcomings of the traditional treatment of financing issues by economist among them the quasi absence of equity consideration. It ends by discussing the main issues as they can be seen today : extent of the "right to education", demand side approach to education financing, choice between various types of subsides to students.

The impact of the subsidy policy on total factor productivity : an empirical analysis of China's cotton production

2013

Published version of an article in the journal: Mathematical Problems in Engineering. Also available from the publisher at: http://dx.doi.org/10.1155/2013/248537 Open access This paper develops one model to explore the relationship between the subsidy policy and the agricultural total factor productivity (TFP). It indicates that the agricultural TFP will be lower after the subsidy policy is implemented and there exists a negative relation between the subsidy and TFP, if subsidies are associated with the acreage. Using Malmquist index, this paper measures the changes of TFP in China's cotton production before and after the subsidy policy is implemented. The results verify that the subsidy po…
