Reform of the family leave system has been on the Finnish political agenda for a long time but has proved to be a challenging task. The challenges relate to ideological differences between the political parties and to non-decision making in tripartite working groups, where the labour market parties participate in policy formulation. The Lutheran state church had a monopoly status in Finland for centuries. But its dominance slowly weakened as pietistic revival movements spread in Finland in the eighteenth and nineteenth centuries. These movements had religious purposes, but they were also forerunners of profound social and economic changes in Finland in the twentieth century. Tutkimuksessa tarkastellaan suomalaista kylätoimintaa osana Manner-Suomen maaseudukehittämisohjelman toteuttajaverkostoa. Tarkastelussa ovat maaseutuohjelman ympäristötoimenpiteet ja kyläyhdistykset niiden toteuttajina. Maaseudun kehittämistyötä tehdään Suomessa pääasiassa maaseutuohjelman rahoituksella, joten sen tavoitteet ja toimenpiteet ohjaavat myös paikallista kehittämistä. Current agri-environmental policies dismiss varied perceptions and discourses on management of traditional rural biotopes

Abstract Traditional rural biotopes (TRBs) are threatened habitats that host significant biodiversity and several ecosystem services, and depend on active management such as low-intensity grazing. The current study explores private landowners’ decision-making on TRB management and abandonment within a social-ecological system framework. We provide insight into supporting resilience of TRB systems in the face of agricultural modernization. Using a mixed methods approach with content analysis and Q analysis, we demonstrate that TRB management fosters cultural, biological, aesthetic, and utilitarian values. While state-owned enterprises (SOEs) used to be considered obsolete tools for governmental intervention in the economy, in recent years governmental intervention in the business sector has re-emerged as a topic of debate. However, scholarship on the changes in and the modernisation of the SOE model is limited. In this article, we examine how the Finnish state’s ownership policy adapted to the requirements of economic globalisation between the 1970s and the 2010s. We show that the attitude towards globalisation was pragmatic and aimed at safeguarding the competitiveness of domestic companies.
