Whitewater sports: An innovation conducive to regional development? The case of the Ubaye Valley
2015
The Ubaye Valley in the French Alps became a center of tourism and outdoor sports in the twentieth century. It is named after the river which became a site for the practice of whitewater sports (canoeing/kayaking, rafting, etc.). Various structures were created there to disseminate these practices (associations, clubs and finally companies). The marketing of products combining these activities was able to take off thanks to the promotion of events undertaken by elected officials and area companies. But how was this offer able to foster innovation, understood as the adaptation of practices to current needs? Reconstructing the perspectives of ordinary innovation, this article examines the tec…
Reviving the EU project: from values to new territorial development models
2020
Territorial Gap and Territorial Distribution of Public Investments in Italy
2021
The problem of regional imbalances is a central issue in the cohesion policy debate in Europe. This paper verifies whether the territorial dynamics of in-vestment (and especially of public investment) in Italy has satisfied the principle of territorial rebalancing between the Central-Northern areas and the “Mezzogiorno” regions. The empirical evidence produced by the analy-sis of the flows of capital expenditure of investments, using the data of the territorial public accounts system, shows that the territorial gaps in recent years have widened, penalizing the regions of the South. It is necessary to think of a differential dynamic in the overall territorial flows of invest-ments in order t…

Territorial Intelligence and Governance.
2007
International audience; As with European experiments, in various regions in France, territorial intelligence projects have been initiated since 2003. (see the regions of Lower Normandy, Lorraine, Réunion Island, the Aquitaine region, etc.).The objective of these is to gather and exploit information which is not confined to particular sectors and the collective processing of which can contribute to durable development. Apart from institutions, civil society and the inhabitants of the territory, it is observed that companies and in particular small and medium sized enterprises are natural partners who show interest in such initiatives. Both the different economic chains and the participating …
The Territorial Dimension of Living Lab Approaches: Starting the European “Participant Observatory”
2011
Territory production can be intended as any process of spatial transformation deriving from a sustainable and reciprocal dialogue between local communities and their spatial context along history time; the territory is a dynamic but durable balance between human settlements and their environments. Territory intended in this way - maybe the major competitive factor of regions and their economic actors too - depends less on merely technological advances, rather than socio-technical innovations able to generate better life quality in cities and regions. This is why in the CIP project “Periphèria”, started in November 2010, a European Observatory of LLs and Smart Cities will be set up, conceive…

2014
Published version of an article in the journal: International Journal of Action Research. Also available from the publisher at: http://dx.doi.org/10.1688/IJAR-2014-02-Karlsen This article is about a six year policy learning process named Gipuzkoa Sarean in the Basque province of Gipuzkoa. In the article we reflect on how action research contributed to policy learning. The process consists of three stages: 2009-2011: Initiation of the project and development of a work method; 2011-2013: Government learning and organisational change; 2013-2014: Social learning and the shift to a new approach to territorial development. For each stage we describe the background and main goal of the research pr…
