La sentenza n. 116 del 2010 della Corte costituzionale segna un significativo passaggio nella determinazione dell’assetto dei rapporti Stato - Regione Siciliana, comportando un considerevole arretramento dell’esercizio dell’autonomia tributaria e finanziaria di quest’ultima. Le statuizioni espresse dal Giudice delle leggi, al di là delle peculiarità proprie dello speciale regime fiscale della Regione, rivestono grande rilevanza in generale anche per l’attuazione del c.d. federalismo fiscale nel nostro Paese.

The implementation of public policies by the local government is connocted with new forms of management. It is a set of actions based on principles that are one of many possible criteria for typology. The models built on this basis allow for comparison of local govermments in Western and Central-Eastern Europe. We gain a picture of differences and similarities in the implementation of own tasks, the approach to the problem of deconcentration and decentralization of power, and new management at the local level aimed at optimizing the effects of public policies.

Notre étude de cas conduite en 2015 et 2016 au sein de la communauté urbaine Creusot Montceau (région Bourgogne Franche-Comté) montre comment la médiation numérique change les rapports que les individus et leurs collectifs entretiennent avec l’espace qu’ils produisent et vivent au quotidien. A partir d’une analyse qualitative de ce qui se joue dans les espaces publics numériques, dans la stratégie touristique numérique et dans la production d’une information hyperlocale, notre travail interroge la notion de territorialité numérique dans ce qu’elle donne à voir des représentations de la réalité territoriale.
Loss of density-dependence and incomplete control by dominant breeders in a territorial species with density outbreaks

Background: A territory as a prerequisite for breeding limits the maximum number of breeders in a given area, and thus lowers the proportion of breeders if population size increases. However, some territorially breeding animals can have dramatic density fluctuations and little is known about the change from density-dependent processes to density-independence of breeding during a population increase or an outbreak. We suggest that territoriality, breeding suppression and its break-down can be understood with an incomplete-control model, developed for social breeders and social suppression. Ce livre présente une approche simple du concept de territoire, assimilé à un système au sein duquel différents acteurs interagissent en relation avec l'espace géographique. Il fournit les outils conceptuels et méthodologiques pour appréhender le fonctionnement des territoires, en reformulant leur structuration progressive afin de permettre leur observation.
