Modèle d'explication de l'issue des réformes des politiques publiques en Afrique sub-saharienne : Illustration avec la politique des enseignants cont…
2010
African countries' political arena is witnessing major changes due to the involvement of new political actors in the public policy making process (donors, political parties, civil society). In the past, the formulation of policies was a reflection of the central authority's will. Nowadays, governments are confronted with more resistance when adopting reforms. This paper laborates a model that describes the policy process in African countries and shows how new actors can influence the designing of the reform to their advantage. The model predicts that government success or failure in designing a reform according to its will is a function of the adoption pattern chosen and the ability of the …
Inter-annotator agreement in spoken language annotation: Applying uα-family coefficients to discourse segmentation
2021
As databases make Corpus Linguistics a common tool for most linguists, corpus annotation becomes an increasingly important process. Corpus users do not need only raw data, but also annotated data, submitted to tagging or parsing processes through annotation protocols. One problem with corpus annotation lies in its reliability, that is, in the probability that its results can be replicable by independent researchers. Inter-annotation agreement (IAA) is the process which evaluates the probability that, applying the same protocol, different annotators reach similar results. To measure agreement, different statistical metrics are used. This study applies IAA for the first time to the Valencia E…

Parameterizing 'lexical subject-finite verb' inversion across Verb Second languages: On the role of Relativized Minimality at the vP edge
2020
By discussing novel data from two Dolomitic Ladin languages spoken in Northern Italy, Badiotto and Gardenese, we show that in these Verb-second languages subject-finite verb inversion i) is constrained by the syntactic (adverb or object) and discourse (focus or topic) nature of the sentence-initial constituent, and by the discourse status of the DP subject. We demonstrate that in both varieties subjects in inversion either appear in a FocusP of the vP periphery (Belletti 2004, Poletto 2010) or in an A position in the IP layer, and that the observed distribution of inversion follows from two universal constraints of movement affecting extraction through the vP edge: a) cyclicity (extraction …

Determination of glyphosate and its metabolite aminomethylphosphonic acid in fruit juices using supported-liquid membrane preconcentration method wit…
2005
Abstract The application of supported-liquid membrane (SLM) technique for effective extraction of N -(phosphonomethyl)glycine (glyphosate) and its primary metabolite aminomethylphosphonic acid (AMPA) from juices (orange, grapefruit, apple and blackcurrant) in combination with HPLC-UV detection after derivatization with p -toluenesulphonyl chloride (TsCl) is presented. The influence of various parameters such as the composition of acceptor phase, flow-rate, concentration of analytes, on the performance of extraction procedure, was studied. It was shown that by appropriate manipulation of SLM parameters the level of detection could be significantly improved. The influence of SLM conditions on…
Singular tori as attractors of four-wave-interaction systems
2009
We study the spatiotemporal dynamics of the Hamiltonian four-wave interaction in its counterpropagating configuration. The numerical simulations reveal that, under rather general conditions, the four-wave system exhibits a relaxation process toward a stationary state. Considering the Hamiltonian system associated to the stationary state, we provide a global geometrical view of all the stationary solutions of the system. The analysis reveals that the stationary state converges exponentially toward a pinched torus of the Hamiltonian system in the limit of an infinite nonlinear medium. The singular torus thus plays the role of an attractor for the spatiotemporal wave system. The topological pr…

Pavel Alexandrov and Heinz Hopf met for the first time in Gottingen in the spring of 1926, soon after Alexandrov departed from Blaricum. Hopf had recently taken his doctorate in Berlin under Ludwig Bieberbach and Erhard Schmidt, and his research interests differed sharply from Alexandrov’s work in general topology.
