Cell state prediction through distributed estimation of transmit power

Determining the state of each cell, for instance, cell outages, in a densely deployed cellular network is a difficult problem. Several prior studies have used minimization of drive test (MDT) reports to detect cell outages. In this paper, we propose a two step process. First, using the MDT reports, we estimate the serving base station’s transmit power for each user. Second, we learn summary statistics of estimated transmit power for various networks states and use these to classify the network state on test data. Abstract The glass cutting problem proposed by Saint Gobain for the 2018 ROADEF challenge includes some specific constraints that prevent the direct application of procedures developed for the standard cutting problem. On the one hand, the sheets to be cut have defects that make them unique and they must be used in a given order. On the other hand, pieces are grouped in stacks and the pieces in each stack must be cut in order. The treebanks provided by the Universal Dependencies (UD) initiative are a state-of-the-art resource for cross-lingual and monolingual syntax-based linguistic studies, as well as for multilingual dependency parsing. Creating a UD treebank for a language helps further the UD initiative by providing an important dataset for research and natural language processing in that language. Comparison of quantitative Holocene temperature reconstructions using multiple proxies from a northern boreal lake

Four biotic proxies (plant macrofossils, pollen, chironomids and diatoms) are employed to quantitatively reconstruct variations in mean July air temperatures ( Tjul) at Lake Loitsana (northern Finland) during the Holocene. The aim is to evaluate the robustness and biases in these temperature reconstructions and to compare the timing of highest Tjul in the individual reconstructions. The first excited state of the nucleus229Th has an exceptionally small excitation energy of7.8 eV, which is expected to be very sensitive to changes in the fine structure constant α.A small difference in the Coulomb energies of the two states, which both are of the order109eV, would amplify variations in α into large variations of the transition frequency.Hartree-Fock and Hartree-Fock-Bogoliubov calculations are performed to compute theCoulomb energies of the two states.
