Rationalising public support for private early childhood education and care: the case of Finland

In Finland, early childhood education and care (ECEC) is traditionally publicly provided. However, private ECEC provision has increased during the past decade, largely as a result of financial support from the public sector. Drawing on qualitative interviews with municipal decision-makers, this article identifies three frames within which publicly subsidised private ECEC provision and marketisation are rationalised: the pragmatic frame, the government frame and the choice frame. Subsidizing private childcare in a universal regime

AbstractAll families in Finland have the freedom to choose between subsidized home care, universal public childcare, and private childcare. We study the impact of the introduction of private childcare subsidies in Finland. Private childcare subsidies have causal effects on take-up but no impact on home care or employment among women with small children. Instead, private services seem to crowd out public childcare. Private services have a socioeconomic gradient by mother’s education that steepens when the subsidy increases. Families’ preferences between home care, public childcare, and private childcare do not explain the result.
Is diversity of leisure-time sport activities associated with low back and neck–shoulder region pain? A Finnish twin cohort study

This study investigates cross-sectional and longitudinal associations between the diversity of leisure-time sport activities and the frequencies of low back pain (LBP) and neck-shoulder region pain (NSP) in twins, including a cross-sectional within-pair design to adjust for potential familial confounding. Finnish twins born in 1975–79 (FinnTwin16 study) reported participation in leisure-time sport activities at the mean ages of 17 (1992–96) (n = 5096, 54% females) and 34 years (2010−12) (n = 3731, 57% females). The aim of the study was to examine the accuracy of Estonian teachers' and support specialists' judgements of students' spelling skills and reading fluency and to investigate the provision of special education services to students as a factor influencing teachers' judgements. The sample included 11 classroom teachers, 8 support specialists, and 187 third-grade students. The judgements were collected using scales, and students' literacy skills were assessed using group and individual tests. Tutkimuksessa selvitettiin, millainen käsitys erityistä tukea saavilla 6.-luokkalaisilla lapsilla on oppijan ihanteellisista ominaisuuksista. Tutkimuksessa kysyttiin, millaiset tekijät määrittelevät ihanteellista oppijaa ja mitkä tekijät oppijassa tekevät hänen oppimisestaan haastavaa. Tutkimus toteutettiin fenomenografisesti haastattelemalla 18 lasta. Aineistonanalyysi toteutettiin fenomenografisin periaattein aineistolähtöisesti. Tulosten mukaan käsitys ihanteellisen oppijan ominaisuuksista jakautuu kolmeen osaan: fyysiset tekijät, psyykkiset tekijät ja sosiaaliset tekijät. Tämän tutkimuksen tarkoituksena on selvittää, miten luokanopettajat kokevat roolinsa kolmiportaisessa tuessa, miten he ovat omaksuneet kolmiportaisen tukimallin käytännössä sekä millaisia käsityksiä luokanopettajilla on omasta työssä jaksamisesta, kun luokassa on tukea tarvitsevia oppilaita. Tutkimuksen aineisto kerättiin puolistrukturoidulla teemahaastattelulla. Haastattelut toteutettiin syksyllä 2013 haastattelemalla kahden eri eteläsuomalaisen alakoulun luokanopettajia (n=6).
