Special education without teaching assistants? : The development process for students with autism

2020

Many children may need the help of another person to attend school. It is common for children with disabilities to receive help from a teaching assistant at school. Assistants are provided in many countries as a legal right and are often publicly funded. It is also widely assumed that having teaching assistants in the class is an effective and cost-efficient way to support students with disabilities. In this study, the research task was to monitor and document the development process carried out by the teacher, with the aim of making visible the development of a more dynamic classroom interaction. The focus in this development process was the teacher’s idea of minimizing the conta…

Individual behavior support in positive behavior support schools in Finland

2023

One objective in Finnish basic education is for pupils with disabilities or behavioral problems to be able to participate in mainstream education and ordinary classrooms. Positive behavior support (PBS) is an approach that offers multi-tiered behavior support for pupils. In addition to providing support at a universal level, educators need to have the necessary skills to provide more intensive individual support for pupils who need it. Check-in/Check-out (CICO) is a research-based individual support system that is widely used in PBS schools. The Finnish application of CICO includes an individual behavior assessment process for pupils with persistent challenging behaviors. In this article, w…

Rationalising public support for private early childhood education and care: the case of Finland

2019

In Finland, early childhood education and care (ECEC) is traditionally publicly provided. However, private ECEC provision has increased during the past decade, largely as a result of financial support from the public sector. Drawing on qualitative interviews with municipal decision-makers, this article identifies three frames within which publicly subsidised private ECEC provision and marketisation are rationalised: the pragmatic frame, the government frame and the choice frame. The results show that even though market logics and tendencies seem to have gained a strong foothold in local policies, there is a keen interest in universalism and maintaining public control over local ECEC provisi…

Subsidizing private childcare in a universal regime

2023

AbstractAll families in Finland have the freedom to choose between subsidized home care, universal public childcare, and private childcare. We study the impact of the introduction of private childcare subsidies in Finland. Private childcare subsidies have causal effects on take-up but no impact on home care or employment among women with small children. Instead, private services seem to crowd out public childcare. Private services have a socioeconomic gradient by mother’s education that steepens when the subsidy increases. Families’ preferences between home care, public childcare, and private childcare do not explain the result.

Development of reading and arithmetic skills across Grades 1 to 4 in two groups of children receiving part-time special education

2021

This study investigated why some Finnish students receive part-time special education in Grade 1, duration of that support, and its relation to student reading fluency, reading comprehension, and arithmetic fluency development. The participants included two groups from Grade 1 receiving part-time special education (1–2 years vs. 3–4 years) and a control group comprising the remaining participants from the study. Teachers identified reading and expressive language difficulties as the main reasons for part-time special education in Grade 1. By Grade 4, students who received support until Grade 1 or 2 caught up the level of the control group especially in reading fluency. Students who had rece…

Target – tukitoimia maahanmuuttajataustaisille koulutuspolulla

2020

The Work of Special Education Teachers in the Tiered Support System : The Finnish Case

2023

This study investigated primary school special education teachers’ (SETs’) (N = 283) conceptions on their work descriptions and uses of pedagogical documents after a reform in the national support framework. The respondents of this survey reported working mostly in Tiers 1 and 2 when all their tasks (instruction, consultation, and managerial tasks) were considered. The responsibilities of the SETs were, however, more clearly defined in Tier 3. The SETs allocate their work autonomously, but their work description is related to their workload. Clarifications in work descriptions and further elaboration of school’s tiered support functions, emphasizing collaborative practices, are suggested. p…

Exploring heterogeneous ICT use among older adults: The warm experts’ perspective

2020

In this article, we (1) examine the various forms of support required by older users (75+) of digital technology and (2) provide a concrete, everyday life rationale for why warm experts play such a pivotal role in the processes of adopting and using ICT. Although warm experts are usually not older adults themselves, they provide an important mediating view on the technology use among older people that has not been rigorously addressed in previous studies. Thus, in our analysis we examine the younger family members’ views on acting as warm experts to their older family members. The research data consist of 22 extended group interviews (EGI) and observation carried out in Finland. Based on ou…

Burned-out Fathers and Untold Stories: Mixed Methods Investigation of the Demands and Resources of Finnish Fathers

2021

Although parental burnout has been acknowledged as a unique psychological condition that can have serious consequences to families, most research so far has been conducted with mothers. The present study investigated how the descriptions of parenting-related demands and resources differ between burned-out and non-burned-out fathers. Furthermore, we examined what kinds of support or services fathers need to increase their wellbeing as parents. The participants were 10 fathers with the highest level of parental burnout symptoms, and 14 fathers with the lowest level of parental burnout symptom, out of 158 fathers who answered the questionnaire. The qualitative open-ended answers were analyzed…
