The impact of periodic interviews on unemployment duration : Evidence from the 2017 Finnish reform

In 2017, a Finnish policy reform intensified the Public Employment Services' practice of periodically interviewing unemployed jobseekers. This study used high-quality administrative data to analyse the effect of interviews on unemployment duration. We used a difference-in-differences approach that exploited regional variations in treatment intensity. Our results show that a 10 percentage point increase in interview probability increased the monthly hazard rate of employment by 3.1 per cent, with the effect being strongest among jobseekers aged 25–34 and jobseekers with a low education level. Tämän pro gradun julkaisu sijoittuu ajankohtaan juuri ennen kuin suomalaiset korkeakoulut lanseeraavat lukukausimaksun EU:n ulkopuolisille opiskelijoille. Lukukausimaksujen käyttöönotto puolestaan vaikuttanee Suomen houkuttavuuteen ulkomaisten opiskelijoiden keskuudessa. Aims: Psychotherapy is a widely used treatment for mental disorders, but whether it also improves employment and other labour market outcomes remains inconclusive. This study examined the effectiveness of a nationwide subsidized psychotherapy programme using extensive register-based data. Methods: The sample consisted of individuals who applied for rehabilitative psychotherapy in Finland in 2009–2012 ( n = 35,083). Tämä pro gradu -tutkielma tarkastelee sitä, miten eduskunnan täysistunnoissa keskustellaan nuorten yhteishaun velvoittavuudesta työmarkkinatuen ehtona ja kuntouttavasta työtoiminnasta sekä miten keskusteluja perustellaan. Pääasiallisena empiirisenä aineistona käytetään eduskuntakeskusteluja, joissa käsitellään lakialoitteesta annettua hallituksen esitystä eduskunnalle työttömyysturvalain ja eräiden siihen liittyvien lakien muuttamisesta (HE 134/2012 vp).
