Is Finnish Corporatism Reconfiguring, and Is It Good for Gender Equality?
2021
The Nordic model of employment relations, characterised by centralised collective bargaining and strong collaboration between social partners and the state, has often been linked to positive gender equality outcomes. Although the Nordic model has maintained stability even in the economic crisis of 2008, the Finnish labour market was faced with neoliberal pressures for change, liberalisation and decentralisation and a belief in the necessity of internal devaluation to restore national competitiveness. This chapter focuses on recent developments within the Finnish corporatist system and whether these changes have implications for gender equality. We argue that Finnish corporatism has not alwa…
The power of the economic outlook : an ideational explanation of the distinct pattern of Finnish wage setting within the Nordic context
2022
Industrial relations scholars are paying increasing attention to the role of ideas in explaining shifts in bargaining systems and wage policies. This article contributes to this growing body of literature by conducting a meso-level analysis of the uses and impacts of ideas in wage regulation policy processes in coordinated market economies. Through our in-depth case study of the Finnish policy process leading to the Competitiveness Pact of 2016, we argue that certain ideas – which we call the ‘economic outlook’ – prescribed and legitimized exhausting institutional resources in wage regulation and enabled temporary consensus among divergent interests regarding wage policy. The economic outlo…

Työmarkkinatuen aktivointi ja poistuminen työmarkkinoilta : havaintoja vuoden 2015 työmarkkinatuen rahoitusuudistuksesta
2017
Lisäksi arvioidaan uudistuksen vaikutuksia työmarkkinatuelta poistumiseen in…

Essays on current account imbalances
2017
Global current account imbalances and intra-euro area imbalances have been at the forefront of academic and policy debates for the last ten years. This thesis examines the determinants of current account balances and external adjustment. It consists of an introduction and four empirical studies. This thesis highlights the importance of institutional factors such as differences in national cultures and cross-country differences in the coordination of wage bargaining on external balances. The first study investigates the effects of deep determinants on current account balances. The point estimates are economically and statistically significant, suggesting that countries populated by Roman Cat…
The sidelining of gender equality in a corporatist and knowledge-oriented regime : The case of failed family leave reform in Finland
2020
Reform of the family leave system has been on the Finnish political agenda for a long time but has proved to be a challenging task. The challenges relate to ideological differences between the political parties and to non-decision making in tripartite working groups, where the labour market parties participate in policy formulation. The article analyses the recent attempt to reform the Finnish family leave system under a right-conservative government (2015–2019) as an example of how diverging political ideologies and vested interests undermine adoption of government gender equality policy. The case also serves as an example of the growing influence of knowledge, and especially economic know…
Welfare regimes and labour market integration policies in Europe
2023
This chapter discusses migrant labour market integration policies and services in the Czech Republic, Denmark, Greece, Finland, Italy, Switzerland and the United Kingdom, and thus we present a wide variety of different national contexts. In addition, it also details EU-specific policies and programmes. The empirical work underpinning this chapter emanates from two main research tasks: policy discourse analysis; and assessment of existing policies and their outcomes. A policy discourse analysis was conducted across the selected countries to identify and analyse how issues of labour market integration are discussed by policymakers and policy actors. By analysing the findings of the discourse …
Hajautunut neuvottelujärjestelmä parantaa palkkoja ja työhyvinvointia
2022
Työehtosopimusneuvotteluiden taso on Euroopassa siirtynyt lähemmäs yritystasoa viime vuosikymmenien aikana. Tätä kutsutaan neuvottelujärjestelmän hajautumiseksi. Suomessa on kuitenkin nykyhetkeen saakka pysytty liittotasoisessa sopimisessa, vaikka vertailumaissa siirryttiin hajautuneempaan järjestelmään jo 1990-luvulle tultaessa. nonPeerReviewed
