Työmarkkinatuki ja nuorten syrjäytyminen - havaintoja vuoden 1997 uudistuksesta

Vuosien 1996 ja 1997 aikana työttömyysturvan osana olevaa työmarkkinatukea muutettiin alle 25-vuotiaiden ammattikoulua käymättömien nuorten kohdalta. Työmarkkinatuen ehdoksi asetettiin työvoimapoliittisiin toimenpiteisiin osallistuminen ja koulutukseen hakeutuminen. Sanktiot työmarkkinatuen ehtojen noudattamatta jättämisestä asetettiin koviksi. Tässä pro gradu -tutkielmassa arvioidaan työmarkkinatuen muutoksen vaikutusta nuorten syrjäytymiseen. Tutkimuksessa määritellään syrjäytyneiksi nuoriksi työttömät ja työvoiman ulkopuolelle olevat nuoret.
