TOWARDS A LIVING-ORIENTED APPROACH TO URBAN DESIGN BY COSMOPOLITAN RISK COMMUNITIES
2021
At a defining moment for the future of life on Earth, active citizenship and informed communities play a decisive role in sensitising stakeholders to issues and influencing their decisions via physical and digital platforms. Anthropogenic climate change generates risks, causes migrations, expands inequalities, and mobilises people: these challenges question both the relationship of coexistence between different cultures and that between humans and other living species, such as animals, insects, and plants. If inhabiting cosmopolitan cities means living in and sharing a plural habitat, it is of utmost importance that we gather our collective expertise and rethink cities as welcoming spaces f…
Urban Blight and Redevelopment: An Urban Participation Path
2018
This paper pays particular attention to one of the many participatory models present in the landscape of urban and territorial planning. Specifically, the ACTION PLANNING model was chosen; a model used in Anglo-Saxon countries to identify the problems and needs of the inhabitants of a given territory, through the involvement of interested parties or stakeholders. The model is applied in Sicily, to Villaseta, a small rural settlement, located southwest of the city of Agrigento, which consists primarily of affordable and social housing. It is a suburb without identity, left to itself, where – despite the valuable cultural, historic, scenic, and most importantly human resources – one notes the…

In Search of the Metropolitan Dimension
2021
The new settlement phenomena in our territory, linked to current globalisation processes and the increasing complexity of contemporary society, have caused a crisis of the historical boundaries and are creating new planning layouts. In this context, the metropolitan dimension is once again viable, and Italy, with Sicily sometimes experiencing these processes in advance, is reorganising the institutions covering large areas, directing processes and trying out new convergences, under the driving force of new public finance reorganisation policies.
EUROPE 2020 SI-LAB: A New Center for Economic and Social Development in Sicily
2014
The debate on the determinants of regional and local development has been stimulated recently by the European strategy for smart, sustainable and inclusive growth defined as Europe 2020. We present the objectives and structure of a new laboratory (SI-LAB) for the development of Sicilian economy promoted by the University of Palermo. In particular, we highlight the fundamental issues related to the incoming functioning of the Lab as a new oganization devoted to analyzing public policy issues, and fostering new ways of entrepreurship at the local level.
IL GOVERNO DEL TERRITORIO TRA ARCHEOLOGIA PUBBLICA E PREVENTIVA
2023
The Green System and the Reticular Approach in the Italian Planning Instruments
2012
During the last decades, the importance of Urban Planning’s role to safeguard green areas and to build green chains gradually increased. The latter played not only an ecological function to requalification the city’s environment quality, but it becomes also an occasion to find social space. In particular the approach changed, from a quantitative to a qualitative point of view. The first procedure reaches to achieve a minimum standard while the second one aims to satisfy ecological and environmental necessities. The overcoming of a wrong punctual approach and the use of a new reticular one has origins in territorial scope where the new model is used to maintain and improve the ecological net…
Land Healthcare Resilience and Technology
2020
The Covid 19 pandemic and emergency has highlighted the precarious conditions in urban and areas and has bettered opportunities offered by smaller towns and inland areas in which the healthy atmosphere, sparser population and sustainable relational system represent alternative ways of life, guaranteeing physical space and health controls without actually entailing social distancing and isolation. This is even more crucial for the weaker elements, of any age and condition, for whom a different model of living embodies prudence and prevention. The marginality of services represents a limitation on the possibility of transforming villages and small towns into alternatives with regard to qualit…
Historic centres in Sicily and political recovery: Palermo and Siracusa.
2011
The paper refers to a particular aspect of the topic of interest “Development policies and urban conservation of historic areas”, addressing the theme of recovery of historic centres. First they are often degraded urban areas, but a great historical and cultural value, reported from deep layers of the built heritage, therefore they have a great potential in terms of functions that can still play in the contemporary city. From an examination of Southern Italy historic centres topics and problems, and especially Sicilian, the paper provides a analysis of national and regional legislation, and explores some approaches to recovery Sicilian historic centres, through two case studies: Palermo and…
