Social human rights have rarely been given attention in social work research or comparative studies on welfare states. The paper aims at filling the gap by analysing the conception of human beings inherent in human rights and in unemployment policy documents in Germany and Finland. Its focus lies on the right to social security, a central norm of the International Covenant on Economic, Social and Cultural Rights. Tutkielma käsittelee pääasiassa sitä, millä tavalla yliopisto-opiskelijat reagoivat Amerikan Etelävaltioissa puhuttavaan englantiin. Tämän lisäksi tutkielmassa esitellään eteläisten osavaltioiden murrealueen yleisimmät erityispiirteet, esimerkiksi erilaiset tavat lausua sanoja verrattuna standardiin amerikanenglantiin. ‘To Make a People Out of a Mere Population’: Sovereignty and Governmentality in Hegemonic Russian Cultural Policy

Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony.
