‘To Make a People Out of a Mere Population’: Sovereignty and Governmentality in Hegemonic Russian Cultural Policy

Abstract The paper claims that contemporary Russian cultural policy has been determined by political transformations associated with the political project to establish sovereignty that has organized Putin’s regime since 2012. The idea behind it is traced to Putin’s 2006 intention ‘to make a people out of a mere population’. To understand that intention, and to explain the contribution of culture and cultural policy to its concretization, the paper draws on Foucault’s account of sovereignty and governmentality, and the development of the Gramscian notion of hegemony. AbstractThis study aimed to investigate associations between individual-level (personality traits, quality of life) and country-level (gross domestic product per capita, number of policies and action plans for physical activity) factors with self-reported and accelerometer-based physical activity and cross-level interactions among European countries. The article critically engages with Giorgio Agamben’s reading of Rousseau in order to explore the affinities between the two authors’ subtractive approach to political subjectivation. In The Kingdom and the Glory. Agamben argues that Rousseau’s Social Contract reproduces, in a secularized manner, the providential paradigm of government, whose origins Agamben finds in early Christianity. This paradigm establishes a fictitious articulation between transcendent sovereignty and immanent government, presenting particular acts of government as emanating from general divine laws. Tämä tutkielma käsittelee amerikanenglannin murteita Yhdysvaltojen eteläisissä osavaltioissa. Tutkielma käsittelee pääasiassa sitä, millä tavalla yliopisto-opiskelijat reagoivat Amerikan Etelävaltioissa puhuttavaan englantiin. Culture and current account balances

This article contributes to the literature of current account balances by introducing cultural variables that until now have been omitted. The World Values Survey indicates that the Roman Catholics do not consider thrift as important as others. We propose that Catholic countries tend to run current account deficits. This result remains robust even if we control for close to all of the determinants that have been included in previous studies. We find evidence that the inclination of Catholic countries to have high levels of uncertainty avoidance goes to a great length in explaining the result. peerReviewed
