Healthy mistrust or complacent confidence? : Civic vigilance in the reporting by leading newspapers on nuclear waste disposal in Finland and France

Trust and confidence have been identified as crucial for efforts at solving the conundrum of high-level radioactive waste management (RWM). However, mistrust has its virtues, especially in the form of “civic vigilance”—healthy suspicion towards the powers that be. This article examines civic vigilance in the form of “watchdog journalism,” as practiced by the leading Finnish and French newspapers—Helsingin Sanomat (HS) and Le Monde (LM)—in their RWM reporting. Wireless sensor networks can be used to perform structural monitoring. Strain gauges, which can be glued on or integrated to the observed material, are the most common nondestructive sensing elements for measuring surface strain. Wireless strain gauge measurement system makes strain measurements more flexible while opening new targets of application in addition to those that traditional wired strain measuring systems can offer. This critical sociolinguistic study explores how mining work is governed in the name of security in a mine in Arctic Finland. Although the mining industry is dominated by multinational corporations, mines themselves tend to be concentrated in peripheries where a mobile and multilingual workforce is recruited. Mining is a high-risk business: industrial accidents and environmental damage can be severe. Discursive practices play a crucial role in risk management.
