Local Decisions Under Central Watch: A Nordic Quality Assurance System

Quality assurance or accountability, as we use the term, refers to when an actor, in virtue of contractual obligations, has the right to hold another actor responsible to a set of standards, to judge whether the standards have been met and to impose sanctions if the standards are deemed unfulfilled. In this chapter, we compare how (and if) these rights have been distributed and enacted in educational administration in Denmark, Finland, Norway and Sweden. By specifying contractual obligations, we wish to separate accountability from other kinds of asymmetric power relations, such as those between parent and child, and focus on acts of delegation and control.

The classification of character strengths and virtues by Peterson and Seligman (2004) includes 24 strengths and 6 virtues. Although the development of this classification was inspired by diverse cultural traditions, no one strength or virtue centrally focused on cultural aspects. The present work has the objective to offer a theoretical-methodological approximation respect of the leadership’s phenomenon. By virtue of the fact that such phenomenon is understood as a complex and multiderminated construct, we will approach the different theoretical schools which have tried to explain it. Also, it is attempted to answer the question about the possibility to evaluate the mentioned construct. To answer this interrogation we will present the different methodologies employed in scientific research and their possible advantages and limitations of their application to the leadership’s evaluation.

Recently, two forms of virtue-related humor, benevolent and corrective, have been introduced. Benevolent humor treats human weaknesses and wrongdoings benevolently, while corrective humor aims at correcting and bettering them. Twelve marker items for benevolent and corrective humor (the BenCor) were developed, and it was demonstrated that they fill the gap between humor as temperament and virtue. The present study investigates responses to the BenCor from 25 samples in 22 countries (overall N = 7,226).
