In the debates on deliberative democracy it’s a common idea that the defenders of this theory argue for the direct participation of the citizens in the political issues and for the transformation of our current representative devices. However, in this work I argue that this conception is misguided, and that it’s the minority who defends the direct participation. The majority of the writers acknowledges the necessity of a representative device, although based on different premises to the liberal system. Cet article se propose d'étudier les réponses offertes par la politique fiscale en Amérique latine dans la situation actuelle " d'atterrissage en douceur ". En fait, il apparaît que la région est exposée à un risque de choc externe de pays développés et la Chine à un risque politique. Dans ces conditions, la politique fiscale a un rôle important à jouer pour gérer ces risques en se centrant sur ses fonctions de stabilisation et de distribution. En outre, nous proposons un système de plusieurs mesures pour chaque fonction. Enfin, nous démontrons que les pays latino-américains ne souffrent pas de contrainte du financement pour appliquer nos recommandations.

The role of regional competitiveness in shaping the heterogeneous impact of the Great Recession

This paper assesses the employment resilience of 202 European regions to the Great Recession by investigating the role of regional competitiveness. By using the regional shift component derived from a multiple bases shift–share analysis of employment change as a measure of regional endogenous employment growth, we show that pre‐crisis regional competitiveness determinants are associated with positive performances during the crisis period. However, the variables considered explain well the different vulnerability of the economies, but less convincingly the ability to recover. In this article we considere the reasons for evaluating the educational system. The quality of education is a preoccupation of the governments, specially in time of crisis and of educational reforms and this quality needs and evaluation of all the educational system. In Spain the National Institute of Quality and Evaluation has been recently created in order to carry out this evaluation. We reflect about the subject and also about the methods and the agents of this evaluation. We ask for a democratic and cooperative evaluation.

Recent research has studied the influence of office buildings indoor environment quality (IEQ) on employees’ well-being, health and performance. The regionalization of national input-output tables : A study of South Korean regions

This paper uses survey‐based data for 16 South Korean regions to refine the application of Flegg's location quotient (FLQ) and its variant, the sector‐specific FLQ (SFLQ). These regions vary markedly in terms of size. Especial attention is paid to the problem of choosing appropriate values for the unknown parameter δ in these formulae. Alternative approaches to this problem are evaluated and tested. Our paper adds to earlier research that aims to find a cost‐effective way of adapting national coefficients, so as to produce a satisfactory initial set of regional input coefficients for regions where survey‐based data are unavailable.
