The way the rules for distributing water work in irrigation communities has been the object of numerous studies. Yet, little is known about how the negotiation process that is required to design such rules has developed historically, which is what this article focuses on. Specifically, the case of the Júcar Canal, which was built in the 13th century and went on to become the largest irrigation system in Spain after undergoing an extension in the early 19th century. Public spending for education, relative to the gross domestic product declined in the 90s, coinciding with a five-fold rise in the country's interest payment for external debt. International audience; We estimate the effect of university characteristics on the return to higher education in Tunisia. We use a variety of administrative data from the Ministry of Higher Education and Research, the Ministry of Vocational Training and Employment and the National Social Security Fund. We consider econometric approaches based on multilevel modeling, which distinguishes more precisely between the effects of individual factors and institutional factors on earnings.
