Contesting Family in Finnish and Canadian Immigration and Refugee Policy

Adopting a governmentality perspective, this article explores the multi-conceptuality of family in Finnish and Canadian immigration and refugee policy domains by analyzing official and political discourse. Contestation is found to typically manifest as conflict between Western ‘nuclear’ and non-Western ‘extended’ understandings of family. We argue that family is persistent in immigration and refugee policies of both countries because it continues to be thought of as an effective tool for biopolitical governance of national populations. Tässä artikkelissa tarkastellaan puhetta kulttuuriperinnöstä kymmenen suurimman suomalaisen kaupungin tuoreissa kulttuuristrategioissa. Kulttuuriperinnöstä puhutaan melko vähän ja enimmäkseen epäsuorasti siihen liitettävien teemojen ja ilmaisujen kautta. Se on tullut osaksi paikallista julkisen kulttuurihallinnon strategista puhetta, mutta sen merkitykset ovat toistaiseksi moninaisia ja strategistuminen häilyvää. It follows from Foucault’s genealogical approach that “civil society” does not in itself possess any form of transcendental existence; its historical reality must be seen as the result of the productive nature of the power-knowledge-matrices. This chapter observes how recent Finnish municipal and regional cultural strategies signify and value culture. On the basis of a thematic analysis of 21 strategies, I construct three main categories of their 'culture speech': the first is to approach culture as an instrument that unites different administrative sectors, on the one hand, and helps them to achieve extra-cultural – mostly social and economic – objectives, on the other. In this article, we examine the views that young (under 35 years) freelancers and entrepreneurs who work as professional artists in Finland have of their work. We refer to them as artrepreneurs. Our data sample is composed of the responses of entrepreneurs and freelancers (n = 209) from a survey data on young artists (n = 565) collected in 2017. By using a set of quantitative methods we study the impact of different factors on the job satisfaction experienced by freelancers and entrepreneurs, the nature and motivation factors of their work, as well as their status and livelihood. The corporate social responsibility promise is a fascinating one: companies are able and willing to regulate themselves, and self-regulation is manifested in collaborative efforts that promote individual well-being. Although there was not a focused administration on ethnic minorities in Finland until the last decades of the 20th century, there was variety of rationalities, techniques and practices of governance used for their conduct. In this article I analyze how the governance of the Roma and the Sámi – two biggest minorities at the time – changed after mid-1800s, when the new understanding, the ethno-cultural one, on population diffused among administration and governing bodies. This Foucauldian analysis concentrates on the descent of this ‘event’, the social and political conditions of its mergence, and the actual changes it meant in the governance of these minorities. peerReviewed
