African countries' political arena is witnessing major changes due to the involvement of new political actors in the public policy making process (donors, political parties, civil society). In the past, the formulation of policies was a reflection of the central authority's will. Nowadays, governments are confronted with more resistance when adopting reforms. La relation entre réformes des programmes scolaires et acquisitions à l'école primaire en Afrique : réalité ou fantasme ? L'exemple de l'approche par les compétences

This paper proposes a critical analysis of the introduction and implementation of new school curricula in Africa based on the example of the skills based approach (SBA). In many countries, the SBA has been chosen as the most appropriate and relevant method to change their school curriculum and improve education quality. We analyse the implementation of those new curricula based on the SBA in primary schools in Mauritania. The results show that the main problems about pupil's achievement lie rather in the effective implementation of curricula in the classrooms than in their contents. What contexts are favorable for the adoption of the contract teacher policy ?

Education systems in Francophone African countries are undergoing major reforms, consequence of the international commitment to achieve Universal Primary Education (UPE) by 2015. Teachers' recruitment is among the most important reforms for at least two reasons: first, various researches presented it as necessary otherwise UPE will not be achieved; second, the alternative policy proposed is unpopular as new teachers are recruited with lower qualification, receive lower salaries and have a less secure job position.
