La presente investigación se centra en analizar la trayectoria de la política pública de vivienda en España para el periodo 1956-2020 enfatizando en la emergencia social y habitacional a lo largo de sesenta años al objeto de introducir la coyuntura actual y los retos futuros en el escenario post pandemia. Para ello, se ha realizado una búsqueda exhaustiva en bases de datos jurídicas a partir de la especificación de una serie de descriptores analíticos, así como la búsqueda en fuentes secundarias de tipo bibliográfico y estadístico. Metropolitan government is still an unfinished business in Spain. An example of this is the metropolitan area of Valencia. The aim of this article is to learn about the process that has led to the current situation of a lack of metropolitan government and to propose actions that will help to make it a reality in the not-too-distant future. To this end, it analyses the history and the current regulations, and it is completed with the opinions and contributions of academics and politicians. This article first presents a historical review of Spain's involvement in the European Spatial Development Perspective (ESDP) preparation process to determine whether ESDP guidelines are different from, contrary to or in harmony with the interests of Spanish proposals.
