In order to warrant the sustainability of migratory fish in the Rhone and Mediterranean area, two policies have been developed. The first one, concerning shads, has already made possible to pass the first three locks and several weirs on the tributaries. Symmetrically, a concerted restoration plan has been elaborated for the restoration of eels populations. Its main objective consists of making resettlement of their habitat, fully performing their ecologically regulating role, and satisfying social and economic requirements. Vulnerability, as one of the two components of flood risk, at the level of each land-owner or -user in a flood-plain, is defined as an acceptable limit, expressed in terms of return period. In order to obtain a maximal fiability in vulnerability mapping and, then, in this of synthetic risk, this maximal risk has to be expressed in an objective way, from a global appreciation of his objectives, potentialities and restraints. Economic valuation of the maximum acceptable risk

Vulnerability plays a critical role in implementing the Inondabilité method. Its quantification is based on the concept of maximum acceptable risk, to be applied to each of the land uses in the floodplain.
