In this article we argue that the role of intellectuals was essential (1) in the formation of Finnish cultural policy and (2) for the development of national cultural administration and public arts subsidy system in the country in the period leading up to the Second World War. The actions of the intellectuals can be considered as political choices in a contingent socio‐political realm, and arts as an essential part of the signifying system. In Finland, intellectuals remained active in the intertwining areas between the state and civil society. Finnish cultural policy as public funding: Regime view across policy domains

Public funding is a key part of Nordic cultural policy. This article approaches the Finnish cultural policy regime from the perspective of state funding, which can be seen as a direct demonstration of public cultural policy. We perform an empirical investigation of the state funding for cultural activities using budget data from 2019 supplemented with information given by altogether 53 public officials representing Finnish ministries. Thus, we examine Finnish cultural policy as a public policy through the different governmental policy domains that support and govern artistic and cultural activities with public finances. Artrepreneurs and the autonomy paradox

In this article, we examine the views that young (under 35 years) freelancers and entrepreneurs who work as professional artists in Finland have of their work. We refer to them as artrepreneurs. Our data sample is composed of the responses of entrepreneurs and freelancers (n = 209) from a survey data on young artists (n = 565) collected in 2017. By using a set of quantitative methods we study the impact of different factors on the job satisfaction experienced by freelancers and entrepreneurs, the nature and motivation factors of their work, as well as their status and livelihood. There is a need to articulate the theoretical basis for the historical orientation in cultural policy research. In this article I will delineate a theoretical frame in which various aspects of politics are taken into account in relation to research on cultural policy histories. My thesis will be based comprised of the following three components: (1) the contingency of human action; (2) the public nature of political action, and (3) culture as a realized signifying system. Keskitymme artikkelissamme nuorten (alle 35-vuotiaiden), taiteilijoina toimivien yrittäjien ja freelancereiden näkemyksiin omasta työstään, työolosuhteistaan ja tuloistaan. Aineistonamme on Kulttuuripolitiikan edistämissäätiön ja Taiteen edistämiskeskuksen keräämä Nuoret taiteentekijät ‑kyselyaineisto vuodelta 2018 (n = 565).
