The present study investigates the social effects of migration by looking at Peruvian migrants’ survival strategies in a transnational perspective. Drawing on theories of social remittances and of social capital, the research proposes a notion of substantial social citizenship which is constructed by migrants from below, through transnational family- or community-based welfare arrangements, and which reacts to the shortcomings of formal national citizenship regimes. The work draws upon a multi-sited ethnography conducted in Peru and in Italy, which includes semi-structured interviews as well as participant observation. Findings, on the one side, expose the potential empowering role of family-based welfare safety nets, both in the receiving and the sending contexts, in modifying long-term family’s social and economic opportunities and in redefining gender roles among its members. On the other, they also seem to reveal the shortcomings of community-based welfare strategies, which usually rely on weaker solidarity obligations and perpetuate existing social hierarchies.
