In this article it is argued that the peculiar character of the Finnish nobility, on the one hand, is an important factorto explain the special interests of the bureaucracy in formal education in the first half of the 19th century. On the other hand, good opportunities for the realizing of these interests arose in the construction of the central bureaucracy of the Grand Duchy
