Cost-effectiveness analysis of an in-service teacher training system: Logos II in Brazil

Banque mondialeThis series of unreferred discussion papers is intended to provide an initial circulation of work prepared under the auspices of the Populationand Human Resources Division.Discussion Paper No. 81-40; Logos II is an in-service training system to upgrade unqualified teachers in Brazil (estimated to be 200,000). It uses a package of 203 teaching booklets, covering. the entire curriculum from fifth to eleventh grades. Teachers get the booklets in teaching centers) strategically located and run by a supervisor who tests systematically that the previous booklet has been adequately mastered by the teacher before giving the following one. Furthermore, the supervisor provides oral teaching assistance. The present study provides information, analysis, and recommendations on the administration of the system, its costs, the pace of student learning, variance in the learning rhythm, and drop-out rates. It compares the costs and the effectiveness of the project with an alternative one, Hapront, and with traditional residential teaching. The project is shown to be six times more cost-effective than traditional teaching, and it avoids the cost of foregone earnings since it is an in-service system. After suggesting some minor managerial changes, the authors conclude it is an efficient system for upgrading insufficiently qualified teachers.
