The high level in public deficit and the preeminence of supply side ideas in the economic thought converge for introducing a debate on educational financing. The aim of education activities is also more and more confronted with the rise of youth unemployment. But on the other side, the challenge for a nation to participate in the new global economy emphasizes the place of human capital and the correlation between competitiveness, and the distribution of general knowledge in the population. This text deals first with some factual elements. On one hand, it provides a comparative approach among rich nations, on the other hand, it deals with a historical approach of the French case. In a second step some new approaches or economic science based on the human capital concept are presented in the context of the factors explaining economic growth. An attempt to compare the relative contribution of physical investment and education in the French economic growth is presented. This new debate on education among economists seems limited by measurement questions.
