The evolution of thought on environmental issues has imposed to anyone involved in construction a leap in scale today we combine the study of rational use of energy at the building scale, through innovative technologies integrated in to building, strategies and technologies for the microurbana scale. While it is true that the indications given to insiders have, first, reported only possible actions on the building (Directive 2002/91/CE) is not to forget the request, of the European union, of planning interventions at urban scale. It is in consideration to this that the theme of the Eco-neighborhoods should be studied as formality of employment of the energies in urban context, to model a new cultural landscape.
