French education strives to promote both efficiency and equity. A relatively high degree of central control and detailed regulation has been the approach taken to pursue those objectives. However, in practice, there is a good deal of variation, and that variation has consequences for student outcomes. The authors show how the current system is deficient and suggest a number of improvements.
