The problem of regional imbalances is a central issue in the cohesion policy debate in Europe. This paper verifies whether the territorial dynamics of in-vestment (and especially of public investment) in Italy has satisfied the principle of territorial rebalancing between the Central-Northern areas and the “Mezzogiorno” regions. The empirical evidence produced by the analy-sis of the flows of capital expenditure of investments, using the data of the territorial public accounts system, shows that the territorial gaps in recent years have widened, penalizing the regions of the South. We study the locality of the genotype-phenotype mapping used in grammatical evolution (GE). GE is a variant of genetic programming that can evolve complete programs in an arbitrary language using a variable-length binary string. In contrast to standard GP, which applies search operators directly to phenotypes, GE uses an additional mapping and applies search operators to binary genotypes. Therefore, there is a large semantic gap between genotypes (binary strings) and phenotypes (programs or expressions). Knowledge of structure–property relationships is a key feature of materials design. The control of thermal transport has proven to be crucial for the optimization of thermoelectric materials. We report the synthesis, chemical characterization, thermoelectric transport properties, and thermal transport calculations of the complete solid solution series Cu_2ZnGeSe_(4–x)S_x (x = 0–4). N-type XNiSn (X = Ti, Zr, Hf) half-Heusler (HH) compounds possess excellent thermoelectric properties, which are believed to be attributed to their relatively high mobility. However, p-type XNiSn HH compounds have poor figures of merit, zT, compared to XCoSb compounds. This can be traced to the suppression of the magnitude of the thermopower at high temperatures. E_g = 2eS_(max)T_(max) relates the band gap to the thermopower peak. However, from this formula, one would conclude that the band gap of p-type XNiSn solid solutions is only one-third that of n-type XNiSn, which effectively prevents p-type XNiSn HHs from being useful thermoelectric materials. A ternary composite comprising of p-toluene sulfonic acid doped polyaniline (PANI), chitosan and reduced graphene oxide (RGO) with stable aqueous dispersibility has been synthesised via oxidative polymerisation of aniline in chitosan/RGO dispersion. For comparison; PANI, PANI/chitosan and PANI/RGO composites were also synthesised using the same procedure. FTIR, Raman, XPS, XRD and UV-VIS confirmed the successful synthesis of the PANI and the composites. The aqueous dispersions of the PANI/chitosan and the ternary composites were found to be stable even after more than four months. This paper deals with the problem of image retrieval in large databases with a big semantic gap by a relevance feedback procedure. We present a novel algorithm for modelling the users's preferences in the content-based image retrieval system.The proposed algorithm considers the probability of an image belonging to the set of those sought by the user, and estimates the parameters of several local logistic regression models whose inputs are the low-level image features. IPR gender gaps: a first look at utility model, design right and trademark filings

This study extends the analysis of the gender gap in patenting into design rights, utility model (UMs) and trademarks (TMs), which are complementary methods for protecting intellectual property. The analysis is descriptive and uses register data from the Finnish patent and registration office covering the years 1982–2013. A persistent gender gap is found for all intellectual property rights. The gap has narrowed over time for national patent, design right and TM filings but not for UM filings. It is found that, in comparison to men, women are relatively less often single inventors or designers and more often members of inventor or designer teams. peerReviewed
A Simple Monte Carlo Model of a Hot Carrier Cell

In the present work, a simplified model of a hot carrier cell is examined at different energy levels of carrier collection. Incident photons, Monte Carlo generated by employing the ASTM G173–03 data set, are accounted for individually as they interact with the cell. The hot carrier cells are examined in a transient state caused by a flash of photons with AM1.5 spectrum. Excess photon energy is recycled giving a form of thermalization of hot carriers. The sensitivity of contact variables and the device band gap on cell efficiency, has been studied.
