The aim of the article is to present the image of local government in the his-tory of Poland in the 20th century, in terms of the latest school history textbooks. For the purpose of the analysis, eight studies have been selected, which since September 2012 have been taught in Polish secondary schools. The image of the title issue emerging from the analysis indicates that the marginal treatment of the role and signifi cance of local government in relation to the period of the Second Republic of Poland is clearly visible. The parliamentary form of government, lacking adequate stabilizing elements, generates inefficiencies and institutional dysfunctions. The changes that it has undergone have determined new balances between powers, which favor the Executive, and, within this, the monocratic role of the President of the Council of Ministers. These changes highlight even more the need to carry out institutional reforms that rationalize the strengthening of the head of government, providing for suitable counterweights, and restructuring the relationship of trust in order to ensure its stability.

Dans la littérature économique, de nombreux travaux tentent d'expliquer pourquoi les individus s’assurent aussi peu contre la dépendance. Du côté de l’offre, différents freins possibles au développement du marché de l’assurance dépendance ont d’ores et déjà été pointés du doigt par la littérature. Les estimations récentes montrent néanmoins que les limites imputables à l’offre ne suffisent pas à expliquer le faible développement du marché : même si les assurances étaient moins coûteuses et les couvertures proposées plus larges, la majorité des individus ne souscrirait toujours pas d’assurance. Due to the crises we all go through, crises which was felt simultaneously in all the States of The European Union, the globalization being even more present, a possible improvement of the economy could not be but a unitary solution, as well as the adoption of the Euro as a unique currency. Though, the solution is to create a Fiscal Union within the member states, taking into account the economical characteristics of each country, in general and according to their resources and expenses available on every economical branch. Both the management and decisionmaking in municipal organizations may be characterized as tensional. Previous scholarly work has tried to identify (cf. Haveri, 2010; Luomala, 2003) and solve (Pynnönen, 2015) some of the sources of tensions. In this empirical study we focus on the orientations of political decision-makers and office-holders towards preparation in municipal decision-making in a relatively large municipal organization.
