Public-service provision in clientelist political settlements: Lessons from Ghana's urban water sector

The politics of public-service delivery continues to be neglected under the supposedly more context-sensitive post-Washington Consensus. Using interviews and documentary evidence from Ghana, this article provides an account of the networks of political interference and informal practices in Ghana's public water utility. It argues that, in order to understand why private-sector participation succeeds or fails and why similar arrangements have different outcomes across developing countries, we need to examine the effects of the informal institutional context, particularly the country-specific political settlement in which public-service provision operates.
Growth of central polynomials of algebras with involution

Let A be an associative algebra with involution ∗ over a field of characteristic zero. A central ∗-polynomial of A is a polynomial in non- commutative variables that takes central values in A. Here we prove the existence of two limits called the central ∗-exponent and the proper central ∗-exponent that give a measure of the growth of the central ∗-polynomials and proper central ∗-polynomials, respectively. Moreover, we compare them with the PI-∗-exponent of the algebra.

Human land use causes declines of natural populations, for example, by loss of habitat area. Additionally, habitat fragmentation can cause the population size to decline more than is expected based on the area lost. Some ecological processes, such as demographic stochasticity and Allee effect, can expose already small populations to further decline. The endangered Siberian flying squirrel (Pteromys volans) has suffered from intensive forestry in Finland. Examining pre-service teachers' Technological Pedagogical Content Knowledge as evolving knowledge domains : A longitudinal approach

The aim of this study is to outline the development and changes in pre‐service teachers' technological pedagogical content knowledge (TPACK) assessments during the first 3 years in teacher education. Specifically, research was conducted at three measurement points over a 3‐year teacher education period. The target group consisted of pre‐service teachers (N = 148) from three Finnish universities. Results indicate a growth in confidence related to all TPACK areas during the research period. The strongest gains were in pedagogical content knowledge. ICT demand behaviour: An international comparison

This study aims to provide some empirical explanations for the gaps in ICT diffusion between industrialized countries, especially European countries vis-à-vis the United States. The panel data cover eleven OECD countries: Austria, Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Spain, the United Kingdom and the United States. Effect of an insect growth regulator (halofenozide) on the cuticular hydrocarbons of Culex pipiens larvae

The cuticular hydrocarbons of the fourth-instar larvae of Culex pipiens aged one and six days were analysed by gas chromatography and gas chromatography-mass spectrometry. The effect of an insect growth regulator (halofenozide = RH-0345) on the cuticular hydrocarbons was evaluated using newly moulted fourth-instar larvae of C. pipiens, at the lethal concentrations (LC50 = 12.58 and LC90 = 28.58 mu g/l). A previous study revealed that RH-0345 is toxic to larvae of C. pipiens by induction of precocious larval moulting. Manufacturing export performance and public capital: an analysis by country technology position

The objective of this paper is to examine the relationship between public capital and manufacturing export performance. It also aims at investigating whether this relationship depends on the proximity of a country's technology frontier. To achieve this, we adopted a methodology that estimates the elasticities of public capital as a non-rival factor in a model that considers factor intensity as a mechanism of industrial development. We use an interaction model with panel data from 1999 to 2014 across 35 advanced and less advanced countries.
