Wesley Clair Mitchell and the “Illiberal Reformers”: A Documentary Note

In this note we inquire whether Mitchell as a reformer ever expressed concern over the biological quality of individuals and whether he did somehow share the Progressive Era faith in eugenics as an instrument for improving American society’s health, welfare, and morals. This is an aspect of Mitchell’s thought that has received scant attention in the literature and that projects him into the current debate on progressivism.

A search for approaches that can positively connect migration with development in migrants’ countries of origin has begun in Europe along with a new perception of the phenomenon of migration and a response to change in the cycle of movement. Pressure has intensified in the last few years during which Europe has set up higher barriers against the arrival of new migrants, and the living conditions for those already settled have become more harsh. Awareness of the intensification of (northward) migration – which is not always in answer to the labour market’s needs – has shifted the search for ‘solutions’ towards the countries of origin.

Abstract Determinants of migration of professional manpower are investigated using data from a 1970 survey of immigrants to the United States. From a respondent’s stated “intent to stay” in the United States and five other characteristics a six-dimensional contingency table is formed. We find a well-fitting log-linear model for this table. Thus, we establish the importance of selected determinants of migration and present a table of predicted rates of intent to stay in the United States
