How Do Institutions Affect Structural Unemployment in Times of Crises?

2012

This paper examines the effect of economic crises on structural unemployment using an Autoregressive Distributed Lags model and accounting for the role of institutional settings on an unbalanced panel of 30 OECD economies from 1960 to 2006. We found that downturns have, on average, a significant positive impact on the level of structural unemployment rate. The maximum impact varies with the severity of the downturn. Institutions (such as employment protection legislation, average replacement ratio and product market regulation) influence both the extent of the initial shock and the adjustment pattern in the aftermath of an economic downturn.

The politics of space in Borana Oromo, Ethiopia: demographics, elections, identity and customary institutions

2010

This article addresses the protracted state of political violence in and around the Borana and Guji zones of Oromia region after the introduction of ethnic federalism in Ethiopia. To account for the persistence of the conflict, we must elaborate on the connections between ethnic identity, natural resource and customary institutions by introducing the notion of oprimary identityo. Since the turn of the millennium there is in Ethiopia a theoretically grounded attempt to co-opt customary institutions and elders into modern governance, particularly in the pastoral sector. Field-research focused on the interplay of customary and modern politics during two electoral events, the 2004 referendum or…

Entrepreneurship Training and Self-Employment among University Graduates

2012

In economies characterized by low labor demand and high rates of youth unemployment, entrepreneurship training has the potential to enable youth to gain skills and create their own jobs. This paper presents experimental evidence on a new entrepreneurship track that provides business training and personalized coaching to university students in Tunisia. Undergraduates in the final year of licence appliquee were given the opportunity to graduate with a business plan instead of following the standard curriculum. This paper relies on randomized assignment of the entrepreneurship track to identify impacts on labor market outcomes one year after graduation. The analysis finds that the entrepreneur…

Graduate employment and the returns to higher education in Africa

2013

http://cemapre.iseg.utl.pt/educonf/2e3/files/submissions_to_web/Barounia%20Mahdi_Broeckeb%20%20Stijn.docx; In this paper, we estimate the return to higher education for 12 African countries using recent data and a variety of methods. Importantly, one of our methods adjusts for the effect of higher education on the rate of joblessness, which is substantial in most African countries, and particularly for women. Our results confirm that Mincerian coefficients cannot be interpreted as a true rate of return, and that the latter (even after taking into account the employment effect) is considerably lower than what has previously been suggested in the literature (less than half). For Sub-Saharan A…

2017

The aim of this paper is to identify the determinantsof the rating assigned to sub-sovereignentities in Germany, Austria, Belgium, France,Italy and Spain, using a total of 92 territorial entitiesfor the 1989-2012 period. The lexicon of community acquis: how to negotiate the non-negotiable

2009

In the context of the activities aimed to improve and develop the integration and cooperation of new Member States together with the states already belonging to the European Community, EU institutions have carried out a number of measures to increase the coherence of the body of common rights and obligations, binding all the Member States of the European Union (community acquis), for a long time. For this reason, the Commission of the European Community began in 2001 a process of consultation and discussion about the way in which problems resulting from the lack of a correspondence between national contract laws (and related terms) belonging to different legal systems should be dealt with a…

Le banche italiane nel “secolo breve”. Riflessioni dalla storia dell’ABI, 1919-1991

2012

This article examines the developments occurred in the Italian banking system during the second half of the 20th century from the point of view of the banker’s major professional association, the Associazione Bancaria Italiana (ABI). Starting from the postwar reconstruction we shall describe ABI’s attitude on the changing trade-off between stability and competition, its ability to cope with the new problems arising from the 1970s crisis, the views expressed and the actions undertaken concerning the reform of the banking system during the 1980 and early1990s. In doing so we shall profit from a huge amount of archival sources emerging from two previous books that the authors published on the …
