Disasters are characterized by conflicting, uncertain, or lacking data. Nevertheless, humanitarian responders need to make rapid decisions. This is particularly true for the immediate response to a sudden onset disaster. Since most humanitarian decision support systems (DSS) make important assumptions on data availability and quality that are often not fulfilled in practice, decision-makers are largely left to their experience. The Steiner Traveling Salesman Problem and its extensions

Abstract This paper considers the Steiner Traveling Salesman Problem, an extension of the classical Traveling Salesman Problem on an incomplete graph where not all vertices have demand. Some extensions including several depots or location decisions are introduced, modeled and solved. A compact integer linear programming formulation is proposed for each problem, where the routes are represented with two-index decision variables, and parity conditions are modeled using cocircuit inequalities. Exact branch-and-cut algorithms are developed for all formulations. Computational results obtained confirm the good performance of the algorithms. Instances with up to 500 vertices are solved optimally.

An empirically grounded agent based model for modeling directs, conflict detection and resolution operations in air traffic management

We present an agent based model of the Air Traffic Management socio-technical complex system that aims at modeling the interactions between aircrafts and air traffic controllers at a tactical level. The core of the model is given by the conflict detection and resolution module and by the directs module. Directs are flight shortcuts that are given by air controllers to speed up the passage of an aircraft within a certain airspace and therefore to facilitate airline operations. Rail freight transport and demand requirements : an analysis of attribute cut-offs through a stated preference experiment

This paper analyses the choice between road and rail in Spain where rail market share for freight is still residual. Discrete choice models are estimated with data obtained through a two-phase fieldwork, thus allowing us to carry out a stated preference efficient design for each interviewee. We analyse the existence of attribute cut-offs and the presence of a segment of the population with a zero value of frequency. Our results show that ignoring the existence of cut-offs and segments of the population with polarised valuations can lead to erroneous conclusions in terms of the possibilities of rail for absorbing significant quota.
