Green Public Procurement: Case Study of Latvian Municipalities

2019

Abstract Green public procurement (GPP) is an instrument for public institutions that have made sustainable consumption and financial aids savings, particularly taking into consideration expenses of the total life cycle of the agreement, not just the procurement price. Municipalities are important to promotion of sustainable consumption through their positive effects on citizens and other stakeholders. The present paper analyses the contribution of municipalities of the Republic of Latvia in developing sustainable consumption through GPP. The aim of the paper is to explore the development of GPP in municipalities, analysing influencing factors. By analysing data from the Procurement Supervi…

2004

By means of this work, we try to analyze how onerous were for the royal town's treasury the expenses derived from their attendance to Assemblies. For this, we are taking, as an example, the royal town of Alcoy in the Cortes of 1443. We have based our study in the Proceso de Cortes and in municipal sources.

Cortes books of account register some files related to complaints about the Cortes meeting (embassies and aids to the king...), wages (receivers, notary public, bailiffs...), the Cortes development (documents copy and shipment, reading of fueros and other local laws...) and other expenses (city entrance party games, tips to royal officials...). Negotiation, approval and distribution of Cortes economical donation they …

2004

Call for Cortes council means to Valencia's city big expenses about municipal Treasury. All of them were accounted by clavario of the city in his book of accounts (document wages, copy, donations, etc.). From these books, and also by the same ones written by the Consell (Valencia city council), we can know which expenses they were, and also how, from 1428, mostly percent of these expenses were assumed by Diputation del General (also known as Generalitat, Kingdom political and economic assembly).

2017

This paper analyzes the process of changing local laws (fueros) to a territorial law (fuero) in the context of the new kingdom of Valencia created in 1240 by King James I. Following the tradition of Catalonia and Aragon, also in Valencia the crown and nobility initially organized the repopulation based on different local fueros: Sepúlveda, Zaragoza, Daroca, Teruel, Fontana, costum de Lleida or costum/fuero of Valencia. But from 1245, the monarchy drove the territorial law (fuero) of Valencia, which has traditionally been interpreted as a political reason for confrontation between Catalan and Aragonese populators. Our study explains how the Fuero of Zaragoza/Aragon was limited during the 13t…

2005

As in other medieval towns, local authorities of Castelló de la Plana controled legal prostitution. Town council supported public brothel in order to dissuade some passions that, otherwise, could degenerate into adultery and violence, and in the lastanalysis into disorders that threaten marriage as guarantee of material and social reproduction of community and its hierarchies. In this paper we analyze moral and politic arguments, places and protagonists of legal prostitution, and repression of transgressor behaviours.

To Rule the City. Valencia City Council from Dictatorship to Democracy. A case study (1969-1979)

2013

To contribute to the debate on the process of transition to democracy, this research aims at the analysis of the City Counciland Transit tardofranquismo since the death of dictator Francisco Franco until the first democratic elections. Franco Municipalities strongly marked by the figure of the mayor, president of the corporation and visible head of the power of the dictatorship in the municipality, have been little studied by historians, partly because of the transitional political model prevailing until recent years. This requires rebuild historiographical vacuum, first, a state of affairs that we analyzed but also indicated gaps. Second, we draw the overall picture of the two largest muni…

Co-production of Hydrogen and Methane From the Organic Fraction of Municipal Solid Waste in a Pilot Scale Dark Fermenter and Methanogenic Biofilm Rea…

2018

The co-production of biohydrogen and methane from the organic fraction of municipal solid waste was investigated using a two-stage AD system, composed of a pilot scale dark fermenter (DF) and a continuous methanogenic biofilm reactor. From the DF process, a biohydrogen yield of 41.7 (± 2.3) ml H2/gVSadded was achieved. The liquid DF effluent (DFE) was rich in short chain volatile fatty acids, i.e., mainly acetic and butyric acid. The DFE was valorized by producing methane in the methanogenic biofilm reactor. Two methanogenic biofilm reactors were used to assess the biotic and abiotic role of the DFE on the performance of the reactors. Regardless of the different DFE feeding (i.e., biotic an…

Economic and environmental sustainability of an AnMBR treating urban wastewater and organic fraction of municipal solid waste

2016

[EN] The objective of this study was to evaluate the economic and environmental sustainability of a sub- merged anaerobic membrane bioreactor (AnMBR) treating urban wastewater (UWW) and organic fraction of municipal solid waste (OFMSW) at ambient temperature in mild/hot climates. To this aim, power requirements, energy recovery from methane (biogas methane and methane dissolved in the effluent), consumption of reagents for membrane cleaning, and sludge handling (polyelectrolyte and energy consumption) and disposal (farmland, landfilling and incineration) were evaluated within different operating scenarios. Results showed that, for the operating conditions considered in this study, AnMBR tec…
