Does one size fit all? The impact of cognitive skills on economic growth

Les Documents de Travail de l'IREDU, n°2016-1; This paper tests for heterogeneous effects of cognitive skills on economic growth across countries. Using a new extended dataset on cognitive skills and controlling for potential endogeneity, we find that the magnitude of the effect is about 60 per cent higher for low-income countries compared to high-income countries, and it more than doubles when low TFP countries are compared to high TFP countries. There are also marked differences across geographic regions. Testing the long-run relationship between health expenditures and GDP in the presence of structural change: the case of Spain

This article examines the long-run relationship between per capita US$ PPP health expenditures (HE) and per capita US$ PPP national income (GDP), using Spanish data over the period 1960 to 2001. We extend previous analyses by addressing the question of whether this relationship is stable over time, allowing for structural changes at an unknown date. Our empirical results are consistent with the existence of a long-run relationship between both variables, with two structural changes in 1971 and 1991. On the other hand, health would have been characterized as a luxury commodity, even though increasingly less over time.

A New Educational Model to Train Parents for a Successful Upbringing of Children: A European Cross-national Study

Abstract The quality of parenting skills is fundamental to the children's well-being. The project “BE Supportive, NOT violent! Positive parenting for happy children!”, funded by the European Commission, proposes a new model of positive parenting to provide and reinforce parents’ knowledge, resources and tools to achieve a positive relationship and communication with their children. The model has been implemented twice with parents from Romania, Spain, Latvia, Poland, Italy and Sweden with positive results.

This article analyses first the variety in the characteristics of local school inspectorates both in the quantitative (number of teachers) and in the qualitative (social background and geographic dispersion) dimensions. Coherence of Work Based Learning and Regional Development in Latvia

Integration of young people into the labour market is an issue of a high priority. The youth unemployment problem has explicit links to the vocational education and training (VET) system. Since 2009 there is an ongoing reform in the Latvian VET system. In this respect also the role of local governments increases. The paper addresses the issue of introducing innovative approaches in the Latvian VET system. The aim of the study is to estimate the overall readiness of public administrations to implement VET reforms within regional economic development in the context of the EU and national strategic priorities.
