Doctrinal Alternatives to Self-Defence Against Non-State Actors

This contribution examines the problem of what is the legal basis for armed interventions carried out on foreign territory in response to terrorist attacks. It proposes a solution other than the use of the right of self-defence provided for in Article 51 of the UN Charter, based on the idea that a State cannot claim full respect for its sovereignty as a right if it does not fulfil the functions that come with sovereignty as a duty. This Article analyses the effects of succession of States in respect of international treaties on human rights. This is a matter not codified by the Vienna Convention on Succession of States in respect of Treaties. We have to bear in mind that human rights treaties have been adopted by international organisations, which have developed their own practice both for the succession of States as States Members of an international organisation and for the succession of States as Contracting Parties to treaties that the United Nations, the Council of Europe or the European Union have adopted in the field of human rights.

The volume, resulting from a photograph exhibit that travelled the globe (Portugal, China, USA, Nigeria, Italy, etc.), offers a miscellaneous portrayal of the history of African photography and its influence on non-African imaginings of Africa and the African diaspora in all its diversity. My essay comments on the photographic representation of the black body in Italy in both colonial and postcolonial times.

Dalį Ilūkstės apskrities lenkų ir lietuvių karinės pajėgos okupavo 1919 m. vasarą. Lenkų valdžios įstaigos nedelsdamos įtraukė 6 apskrities rytinės dalies valsčius ir Gryvos miestą į savo valstybės sudėtį ir atsisakė svarstyti šį klausimą su Latvijos atstovais. Klausimas buvo išspręstas tiktai 1920 m. liepos pradžioje, kai dėl Raudonosios armijos puolimo lenkų kariuomenė buvo priversta pasitraukti iš Ilūkstės apskrities. Tuo pasinaudojo Latvijos pusė, tuo momentu pagal savo galimybes užimdami dalį tos teritorijos. Likusią užėmė lietuviai, kurie jau nuo 1919 m. vasaros buvo rūpimoje Ilūkstės apskrities dalyje. Abstract The article explores Finland’s national information society strategies and uses the Finnish case as an example to identify the limitation of the so-called ‘methodological nationalism’ and to explicate the advantages of the mobility paradigm. The research material consists of the Finnish national strategies published between 1995 and 2010. The article identifies two trends from the studied strategies; a further intermingling of physical movement of objects and virtual mobility, and a tendency to reduce corporeal mobility. International audience; This paper aims to analyze the socioeconomic diversity of the European Union (EU-28) regions from a dynamic perspective. For that purpose, we combine a series of exploratory space-time analysis approaches to multiple Factor Analysis (MFA) applied to a large range of indicators collected at the NUTS-2 level for the period 2000–2015 for the EU-28. First, we find that the first factor of MFA, interpreted as economic development (ECO-DEV), is spatially clustered and that a moderate convergence process is at work between European regions from 2000 to 2015.
