Parliamentarisation as Politicisation

2021

Understanding politics as a contingent and controversial activity, politicisation refers to those activities that create or make visible the political quality in the phenomena in question. Parliamentarisation is a distinct strategy of politicisation. In this chapter, parliament refers to a certain procedural and institutional ideal type of acting politically. The parliamentary way of politicising acting and thinking forms a Gedankenbild, a mental image. It is an ideal type that one-sidedly accentuates and intensifies the political way of thinking. The parliamentary way of proceeding politically transcends the given polity: ‘parliament’ is not primarily a parliament ‘of’ a unit, such as the …

The British Parliament and Foreign Policy in the 20th Century : Towards Increasing Parliamentarisation?

2016

This article demonstrates the complexity of the foreign policy involvement of the British parliament during the 20th century. Parliamentary government as such provides some procedural means for involvement in foreign policy debate, in Britain as well as in other countries. Researchers have, nevertheless, often argued that parliaments play a limited role in foreign policy. Approaching our topic by combining the analysis of policy documents with more discourse-oriented analysis of parliamentary debates, we argue that noticeable, but not straightforward, parliamentarisation of foreign policy took place in the course of the 20th century. The aftermath of the First World War led to reconsiderati…

Metonymy in Spanish and American parliamentary speeches: Obama’s State of the Union Address versus Rajoy’s State of the Nation Address

2018

This study attempts to analyze the metonymies used in the Economy section of two equivalent parliamentary speeches: the 2015 State of the Union Address in the US and the 2015 State of the Nation Debate in Spain, which belong to two different debate traditions. The present study aims at answering the following research questions:What metonymies do President Obama and Prime Minister Rajoy use in their American and Spanish parliamentary speeches in an attempt to convince the public of economic victory? What are the similarities and differences between the role of metonymy in shaping public opinion about economic recovery in America and Spain in both speeches? To answer these questions, we use th…

2020

This essay highlight limits of contitutional reform reducing parlamentary members. At first sight this appear like an easy and bounded reform: but really it is not, the devaluation of political representation is at stake, one of the highest values of any constitutional system. Particular attention should be given to two negative consequences in case of success: the weakening of the Parliament aggregate function, the submission of its members to more stringent party constraints and and finally, the tightening of relations within parties. It is important to underline that the alignment by proponents of the italian system to foreign systems is based on overstated and misunderstood postulates. …

Polityczne spory o upamiętnienie zbrodni na Wołyniu w polskim parlamencie

2014

Social Science Research in Southeast Asia : the Challenges of Studying Parliamentary Institutions

2019

This paper introduces the challenges of studying parliamentary institutions in Southeast Asia. My focus of research is in three countries’ institutions: national parliaments of Indonesia, Malaysia and Singapore. While in Southeast Asia, it is widely known that studying issues of politics and institutions face challenges – compared to studying culture, for example, this view is arguably no longer valid, however with certainqualification. The comparison of parliamentary tradition between three countries – based on observation of the plenary session - reveals that the effectiveness of parliamentary works is related to parliamentary procedure, and even to the culture of work in the countries. Pa…

Challenging the Royal Prerogative : the Decision on War against Iraq in Parliamentary Debates in 2002–3

2016

The use of military force is an excellent example of how the decision-making process has traditionally been carried out by the executive. However, the role of parliamentary decision making in this area has gradually emerged as a topic for constitutional discussion in the house of commons. The decision to go to war in Iraq in 2002−3 is considered to have been a culmination point for the role of parliament in decision making about the deployment of troops abroad and the use of military force. In addition to the need for international authorisation, the decision to go to war was preceded by a clear parliamentary preference for a domestic mandate for participation, delivered by means of a vote …

2022

The re-election of Mattarella takes on the clear meaning of recognition of the legitimacy of the model of presidency that has established itself during the seven-year period, justifying the opportunity to reuse the already tried and tested skills of a President who has worked well. Re-election is in fact an act which, especially in a democratic-representative regime, offers the opportunity to Parliament and parties to formulate, albeit indirectly and ex post, a political judgment on the work of the outgoing President. The re-election also made it possible to maintain a close relationship between the head of state and the political forces, giving an element of elasticity to the institutional…

“Debašu kluba” projekts skolēnu debatēšanas prasmju pilnveidei angļu valodā vidusskolā

2021

Obywatelskie prawo wyboru kandydatów do Parlamentu Europejskiego–przykład Republiki Chorwacji

2019
