After the fall of the soviet union: the changing status of local governments in the republic of latvia

When the Republic of Latvia gained its independence from the Soviet Union in 1991, one of Latvia's first priorities was to rebuild its system of local government. This article describes many of the problems local governments in Latvia faced after 50 years of communist rule. The article also discusses the new Latvian laws which changed the structure of local government in that country. Also discussed are Latvian central government institutions which impacted on local governments in general and local government finances in particular. The unique status of the Capitol City of Riga, Latvia's largest municipality is also reviewed in detail.

More than elsewhere, the issues covering educational planning are important in sub-Saharan Africa. Simulation models are the main tool of this type of planning. Most were designed or inspired by the World Bank or UNESCO. Yet, these models are too simplistic. This simplicity is a choice, although it is badly argued. The resulting vagueness is totally unacceptable, although imperceptible due to the simplicity of the models, which are not testable by facts. In the early twenty-first century, the German expellee organizations (Vertriebenenverbände) are typically portrayed as a united entity, at least in the wider public realm. The dominance of the umbrella group Bund der Vertriebenen (BdV) tends to foster the perception that the German expellee lobby is a homogeneous and cohesive bloc, focused on promoting shared political goals. Abstract In order to better estimate how and to what extent people are affected by exposure to environmental noise, an attempt must be made to calculate first the size of the entire population exposed to certain levels of noise and, second, groups within the population which are particularly sensitive to noise. Such a study has been started in the Federal Republic of Germany. It has been estimated that about 14 million people are exposed to sound levels of roughly 62 dB(A) and about 2 million to levels of roughly 70 dB(A).
