Demographic structure and the security of property rights: The role of development and democracy

Abstract It is often argued that countries with a high population share of children and young workers should attract large capital inflows from aging industrialized economies. However, many of these countries deter foreign investors by a high risk of creeping or outright expropriation. In this paper we explore whether the correlation between countries' demographic structure and the perceived security of property rights reflects a causal relationship. We show that, in low-income countries, the ratio of young to old workers has a positive effect on the perceived security of property rights if the political system is sufficiently democratic. Abuse against elderly persons is extremely frequent, although very often is not declared, and entails high human and financial costs. There are on the whole three types of abuse including domestic, institutional, and auto inflicted. It is difficult to get enough information to define the real dimension of the problem, but data from the National Elder Abuse Incidence Study (NEAIS) describe an increasing and expanding phenomenon. Within the space of less than two years the European Court of Human Rights and the Italian Constitutional Court have returned almost opposing judgments on the question of the observance of political rights by Italy’s 2005 electoral law. La instal·lació de la immigració en el nostre territori, i el consegüent increment de la multiculturalitat, ha dut al primer pla de la gestió pública el repte de construir la integració. En el País Valencià, alguns municipis s´han vist radicalment transformats com a conseqüència d´aquesta realitat. És el cas de Gandia, un municipi amb un 24% de població estrangera que va desenvolupar, entre els anys 2005 i 2011, tot un conjunt de polítiques adreçades a promoure la integració i la interculturalitat.
