Evoluzione del ruolo del Presidente del Consiglio dei Ministri e riforme istituzionali

2023

The parliamentary form of government, lacking adequate stabilizing elements, generates inefficiencies and institutional dysfunctions. The changes that it has undergone have determined new balances between powers, which favor the Executive, and, within this, the monocratic role of the President of the Council of Ministers. These changes highlight even more the need to carry out institutional reforms that rationalize the strengthening of the head of government, providing for suitable counterweights, and restructuring the relationship of trust in order to ensure its stability.

Sequential dissociation of insulin amyloids probed by high pressure Fourier transform infrared spectroscopy

2012

High Pressure (HP) Fourier Transform Infrared Spectroscopy (FTIR) has been here employed to investigate the thermodynamic stability of bovine pancreatic insulin (BPI) amyloids. Once the aggregation reaction has started, the backbone arrangement of the proteins forming the amyloid is known to reach a stationary phase in few hours; after this time the infrared absorption of fibrils becomes stable. It is here shown how the further stabilization of the structure during the stationary phase can be probed via FTIR spectroscopy, through the observation of the high pressure behaviour of fibrils formed at different maturation stages. We report on the high pressure fragmentation of insulin amyloids, …

Laika skalu dinamisko vienādojumu integrālā stabilitāte

2015

interface shear strengthPervious concreteSettore ICAR/07 - Geotecnicashear keys effect. Pervious concrete for deep trench drains used to stabilise slopes must simultaneously satisfy many requirements namely adequate hydraulic conductiv-ity adequate shear strength a few days after pour-ing capacity to act as a protective filter for soils in which the drain is installed good resistance to clog-ging and adequate residual hydraulic conductivity. The pervious concrete with appropriated mix-design can effectively satisfy all the abovementioned requirements. If the trenches depth is such that they intersect the sliding surface and if the trenches are adequate-ly "socket" in the layers of stable soil there is a fur-ther increase in shear strength due to the shear keys effect. This latter is in addition to the increase in shear strength resulting from the reduction of inter-stitial pressures that remains the principal scope of the draining trenches. Obviously the increase of shear strength due to the shear keys effect occurs if the trenches are filled with material that have enough strength and stiffness such as the porous concrete. In this case the beneficial effects of the draining trenches on stability are also due to the resistance at the concrete interface of the trench - soils and to the intrinsic resistance of the concrete at the area of the trench intersected by the sliding surface taken into consideration. The increase in resistance due to the shear keys effect can be very significant in relation to the thickness and interspace of the trenches. Results reported in the paper demonstrated that the interface fine grained soil-pervious concrete is higher than the residual shear strength of the soil.

Age-Related Differences in Intermuscular Coherence EMG-EMG of Ankle Joint Antagonist Muscle Activity during Maximal Leaning

2022

Background: Intermuscular synchronization is one of the fundamental aspects of maintaining a stable posture and is of great importance in the aging process. This study aimed to assess muscle synchronization and postural stabilizer asymmetry during quiet standing and the limits of stability using wavelet analysis. Intermuscular synchrony and antagonistic sEMG-sEMG (surface electromyography) coherence asymmetry were evaluated in the tibialis anterior and soleus muscles. Methods: The study involved 20 elderly (aged 65 ± 3.6) and 20 young (aged 21 ± 1.3) subjects. The task was to perform a maximum forward bend in a standing position. The prone test was divided into three phases: quiet standing …

Reforming the international financial and monetary system: from Keynes to Davidson and Stiglitz

2004

International audience; With the usual debates trumpeting the usual merits of fixed versus flexible exchange rates, or some various incarnations thereof, the authors draw attention to Keynes's original plan for an international clearing union. The paper takes a close look at Joseph Stiglitz's recent suggestions to deal with financial crises along with Paul Davidson's Keynes-Post Keynesian clearinghouse. In the former case, the analysis is left wanting: the author offers nothing more than simple solutions to a system in need of dramatic changes. On the other hand, Davidson's analysis of the current state of affairs requires more than mere "plumbing" and addresses the root causes of the crise…

Dicationic organic salts: gelators for ionic liquids

2014

Diimidazolium and dipyrrolidinium organic salts were tested for their ability to gel both organic solvents and ionic liquids. Organic salts containing 1-(1-imidazolylmethyl)-3,5-di-(3'-octylimidazolylmethyl)-benzene and 1-(N-pyrrolidylmethyl)-3,5-di-(N,N-octylpyrrolidylmethyl)-benzene cations were used. In addition to the simple bromide anion, also dianions having a naphthalene core such as 1,5- and 2,6-naphthalenedisulfonate and 2,6-naphthalenedicarboxylate were taken into account. Gelation tests demonstrated that organic salts used were able to harden ionic liquids. The materials obtained were investigated for their thermal stability and also for electric conductivity properties using mic…

Sectoral Business Cycle Synchronization in the European Union

2009

This paper analyses sectoral business cycle synchronization in an enlarged European Union using annual data for the period 1980-2005. In particular, we try to identify which sector for each country is driving the aggregate output business cycle synchronization. Overall, the sectors that provide the most relevant contribution are Industry, Building and Construction, and Agriculture, Fishery and Forestry. In contrast, the Services sector, the largest one in terms of valued added share, shows a relative low business cycle synchronization and volatility, implying that it contributes only marginally to the aggregate output business cycle synchronization.

Are Energy Market Integrations a Green Light for FDI?

2015

This paper studies the effect of energy market integration (EMI) on foreign direct investment (FDI). EMIs diminish energy uncertainty and price volatility in the host country and affect FDI through two channels: first, by harmonizing energy prices and, second, by reducing price dispersion. FDI may, as a result, increase both within and outside the EMI area, through energy stability mechanisms and price mechanisms, respectively. An empirical application on a global dataset including bilateral FDI data, during 2003-2012, using the gravity equation, shows that the integration of Portugal and Spain's electricity market in 2007 increased the amount of FDI's participants. Additionally, a positive…
