Reflecting on the Tensions of Research Utilization: Understanding the Coupling of Academic and User Knowledge

This paper addresses debate of how research is utilized that questions measuring ‘acts of use’ of research (patents, spin-offs, or license income). A science system is a progressive business where research builds upon diverse existing research and knowledge. The extent of research utilization is determined by the extent to which prior research can feed into research that ultimately leads to acts of use. We use the term ‘knowledge transformers’ to refer to research users that transform academic knowledge into the socio-economic domain, and define ‘usability’ of prior research as the ease with which it may contribute to research that knowledge transformers are able to absorb. Political risks: the “red shift” in debt sustainability analysis

Political stability and economic policy uncertainty can be key determinants of sovereign debt dynamics, and we show how they can be incorporated in debt sustainability analysis. We distinguish between short-term ambiguity and long-term uncertainty about political risk factors, and using a combination of narrative scenarios and calibrated probabilistic scenarios we obtain a comprehensive heatmap of high-risk debt dynamics. We use Italy as an interesting case study and demonstrate a “red shift” in the assessment of vulnerabilities when accounting for political risks. Ignoring these risks can lead to excessive optimism and wrong decisions.

La stabilità del sistema politico istituzionale e l'incertezza riguardo le politiche economiche sono due fattori chiave che possono influenzare la dinamica del debito pubblico. Nell'articolo si propone un modello di analisi della sostenibilità del debito sovrano che tenga conto dei fattori di rischio concernenti l'assetto istituzionale di un paese e le sue politiche economiche. In particolare distinguendo fra ambiguità a breve termine e incertezza a lungo termine dei fattori di rischio politico e utilizzando una combinazione di scenari narrativi e scenari probabilistici si costruisce una "heatmap" che permette di attribuire ad ogni politica fiscale la probabilità che l'obiettivo di riduzione dello stock di debito o del deficit sia soddisfatto. Il modello è applicato al caso Italia. I risultati mostrano un "red shift" della vulnerabilità del debito pubblico italiano quando sono inclusi nell'analisi i fattori di rischio politico. Validity and reliability of Resource Utilization Groups (RUG-III) in Finnish long-term care facilities

Resource Utilization Groups, Version III (RUG-III) is a case-mix system developed in the USA for classification of long-term care residents. This paper examines the validity and reliability of an adapted 22-group version of RUG-III (RUG-III/22) for use in long-term care facilities in Finland. Finnish cost weights for RUG-III/22 groups are calculated and different methods for their computation are evaluated. The study sample (1,964 residents) was collected in 1995 - 96 from ten long-term care facilities in Finland.
