Abstract Despite being the most used worldwide, railway ballasted tracks presents high maintenance cost related to ballast settlement and particle degradation. With the aim of reducing life cycle costs, bitumen stabilised ballast (BSB) has been recently proposed as a relatively cheap alternative maintenance solution to be applied to existing tracks. In this paper the stakeholders and most discussed topics of Baltic Sea in the media are examined. Baltic Sea is a fragile ecosystem that provides variety of services to the locals. Not only the locals hold the stake, but also industries and governments. This paper aims to present the complexity of stakeholder network and contradicting interests. Altogether 104 newspaper articles from Estonian and Finnish media on Baltic Sea were used as the data source and the concerning topics, themes and stakeholders were surveyed. In the traditional preventive maintenance policy, the periodic maintenance activities are scheduled on the basis of the a-priori information about the failure behaviour of the population which the component belongs to, by assuming a probability distribution function and by estimating the involved statistical parameters. On the contrary, with the predictive approach, the maintenance activity is scheduled on the basis of the real degradation level of the component. Data were gathered from the Scopus database, which offers broad, international coverage of multidisciplinary research. A study sample of 1,121 original scientific articles signed by 13,906 researchers were retrieved, on the basis of which the annual growth rate of Spanish-Brazilian medical research was calculated.
