The chapter presents methods that can be used by an investor when the decision maker wants to be able to make an investment decision where there are alternative investment projects. Power allocation for two-cell two-user joint transmission

In this paper, we develop a power allocation scheme for the downlink of a two-cell two-user joint transmission system. The objective is to maximize the sum rate under per-cell power constraints. We study a worst case scenario where the carrier phases between the two base stations are un-synchronized, so that joint transmission must be performed without precoding. The derived power allocation scheme is remarkably simple, i.e., each cell transmits with full power to only one user. Note that joint transmission is still possible, when two cells select the same user for data transmission. Abstract The spreadsheet applications are becoming a widely used tool for processing quantitative data and developing analytical solutions. The ability to build decision support systems (DSS) based on these spreadsheet solutions can facilitate knowledge management and increase information utilization within an organization. The paper describes the use of a spreadsheet solution to partially implement the performance-based budgeting (PB) principles for a public body. The solution builds on the goal programming optimization method and is exemplified for some real data.

Abstract. The summertime Arctic lower troposphere is a relatively pristine background aerosol environment dominated by nucleation and Aitken mode particles. Understanding the mechanisms that control the formation and growth of aerosol is crucial for our ability to predict cloud properties and therefore radiative balance and climate. We present an analysis of an aerosol growth event observed in the Canadian Arctic Archipelago during summer as part of the NETCARE project.
