Repairing the living: ethics of ecological compensation

The mechanism of ecological compensation has a paradox, it is denounced on the ethical level and consecrated on the legal level. While they are supposed to repair the environmental damages, the compensatory measures are accused of bad intentions: authorization to destroy biodiversity, financial drift of the management of nature... Despite these criticisms, ecological compensation can find a a profound moral issue if it is used like an accountability tool between human and nature, and more broadly, an instrument for dynamic management of territories.

Relative Vessel Motion Tracking using Sensor Fusion, Aruco Markers, and MRU Sensors

This paper presents a novel approach for estimating the relative motion between two moving offshore vessels. The method is based on a sensor fusion algorithm including a vision system and two motion reference units (MRUs). The vision system makes use of the open-source computer vision library OpenCV and a cube with Aruco markers placed onto each of the cube sides. The Extended Quaternion Kalman Filter (EQKF) is used for bad pose rejection for the vision system. In the last years a lot of work has been done on color, textural, structural and semantic indexing of "content-based" video databases. Motion-based video indexing has been less explored, with approaches generally based on the analysis of optical flows. Compressed videos require the decompression of the sequences and the computation of optical flows, two steps computationally heavy. The increasing development of advanced multimedia applications requires new technologies for organizing and retrieving by content databases of digital video. Several content based features (color, texture, motion, etc.) are needed to perform a reliable content based retrieval. We present a method for automatic motion based video indexing and retrieval. This essay focuses on the equalization remedies introduced by Articles 107, paragraph 2 and 110-quinquies of the l.a., transposing Articles 18 and 20 of EU Directive 2019/790. In particular, it brings the right to adequate and proportionate remuneration back to a form of protection of the weak contracting party assisted by an invalidating remedy corrected by a necessary partial nullity rule; and excludes that the adjustment mechanism can be brought back within the framework of the hardship clause.

The Trans-Adriatic Pipeline and the Nimby Syndrome

The note aims to describe the management of the Nimby resistance concerning the Trans-Adriatic Pipeline project through administrative compensatory measures. The Trans-Adriatic Pipeline case offers a privileged point of view to examine efficiency of administrative compensations in solving local conflicts. After the examination of interpretation theories on the Nimby syndrome, the note focuses on the administrative compensation-based strategy usually deployed to solve territorial conflicts. The compensation pattern used in relation to the Trans-Adriatic Pipeline is also discussed. The analysis will allow general reflections on the use of administrative compensations to overcome Nimby.
