Local Decisions Under Central Watch: A Nordic Quality Assurance System

Quality assurance or accountability, as we use the term, refers to when an actor, in virtue of contractual obligations, has the right to hold another actor responsible to a set of standards, to judge whether the standards have been met and to impose sanctions if the standards are deemed unfulfilled. In this chapter, we compare how (and if) these rights have been distributed and enacted in educational administration in Denmark, Finland, Norway and Sweden. By specifying contractual obligations, we wish to separate accountability from other kinds of asymmetric power relations, such as those between parent and child, and focus on acts of delegation and control.

Two distinct visions of democratic politics, both of which are in sharp contrast to Schumpeter's competitive leadership model, are to be found at the heart of governance theory. The first advocates anti-democratic solutions, aiming to depoliticize public policy, while the second supports ultra-democratic reforms promoting the involvement of citizens in policy-making. It argues that regional settings are complex, and conceptualises this as the “third place”. This complexity implies a democratic challenge. Šī pētījuma mērķis ir izpētīt sakarības starp darbinieku apmierinātību ar darbu, iesaisti darbā un uztverto līderību. Lai to izdarītu, tika izvirzīti divi pētījuma jautājumi. Pirmais, vai pastāv statistiski nozīmīga sakarība starp uztverto līderību, iesaisti darbā un apmierinātību ar darbu? Otrais, ja pastāv, tad cik nozīmīga tā ir? Pētījumā piedalījās 101 respondents, no kuriem 82% bija sievietes un 18% vīrieši, vidējais respondentu vecums ir 33,24 gadi un vidējais respondentu darba stāžs ir 3,11 gadi. The aim of this dissertation is to qualitatively describe and explain bad leader- ship and the role of the bad leader within. The dissertation consists of five orig- inal articles and the introductory section. The study is based on the foundation formed by research on bad leadership and research on discourse analysis. The focus is on the role of language in the construction, reconstruction and mainte- nance of meanings. The first of the articles contains the description of the discursive approach applied in the studies. The daily life of early childhood education and care (ECE) in Finland changed due to the COVID-19 pandemic in the spring of 2020. The pandemic has had a significant impact on society at many levels, and it also has affected the work and workload of ECE leaders and the realisation of leadership.
