In Europe, the building sector is ranked second in terms of CO2 emissions, just after transport. Particularly, it accounts for 25% of the overall CO2 emissions. Moreover, in order to reduce CO2 emissions, European legislations encourage the use of renewable energies and, among them, particularly the use of PhotoVoltaic (PV) one. This because the connection between the use of PV clean energy and the reduction of CO2 emission is well demonstrated. In this context, the first part of the paper is focused on the regulations related to building energy efficiency while the second part investigates the deployment of PV source all over Europe.

The illegal trade in endangered plants damages both the environment and localcommunities by threatening and destroying numerous species and important natural resources. There is very little research which systematically addresses this issue by identifying specific opportunities for crime. How Do Institutions Affect Structural Unemployment in Times of Crises?

This paper examines the effect of economic crises on structural unemployment using an Autoregressive Distributed Lags model and accounting for the role of institutional settings on an unbalanced panel of 30 OECD economies from 1960 to 2006. We found that downturns have, on average, a significant positive impact on the level of structural unemployment rate. The maximum impact varies with the severity of the downturn. Institutions (such as employment protection legislation, average replacement ratio and product market regulation) influence both the extent of the initial shock and the adjustment pattern in the aftermath of an economic downturn.

Assessment of the ecotoxicity of phytotreatment substrate soil as landfill cover material for in-situ leachate management

Phytotreatment capping in closed landfills is a promising, cost-effective, in situ option for sustainable leachate treatment and might be synergistically coupled with energy crops to produce renewable energy (e.g.: biodiesel or bioethanol). This study proposes to use 0.30 m of soil as growing substrate for plants cultivated on the temporary cover of closed landfills. Once the leachate phytotreatment process is no longer required, 0.70 m of the same soil would be added to attain the final top cover configuration. Discretionary fiscal policy over the cycle: new evidence based on the ESCB Disaggregated Approach

This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables.
