Elites and Culture: Social Profiles in the Cultivated Population

Since the 1990s, the central references of the sociology of cultural practices have been the theoretical frameworks developed by Pierre Bourdieu and Richard A. Peterson around the concepts of distinction and omnivorousness. This article is based on these frameworks; it revises them together with those of Donnat and Lahire and postulates that the terms of cultural classification and especially those of the upper classes (distinguished and omnivorous) require revision. The article analyses the relationship between citizens’ trust in local government institutions and participation in local governance. The research results have revealed that citizens’ trust in local government is still low and participation lacks activeness. Civic participation is more active than political participation. We start by comparing the childcare systems in the 11 European cities, looking particularly at whether the childcare provision in these cities follows national provision levels or not. We then focus on analyzing the relationships between local and national childcare policies in four European cities: Bologna (Italy) and Terrassa (Spain) from Southern Europe, and Jyvaskyla (Finland) and Aalborg (Denmark) from the Nordic countries. Abstract This article aims to investigate the role, limits and opportunities of participation programmes in a local political context where consensus-building and inclusionary practices are not high priorities. A public housing neighbourhood in Palermo is used as a case study in order to critically highlight the ambiguous role that participative practices tend to play in fragile contexts. The lockdown triggered by the coronavirus pandemic (March – June 2020) affected not only the economy, but also the functioning of the administration, and thus procedures connected with spatial planning. Spatial planning at the local level, in accordance with the principle of subsidiarity enshrined in the Polish constitution, belongs to the so-called “commune’s own tasks”1.
